(U) On 27 August 1981 from 0900 to 1000 hours at DIA, Pomponian.Plaza a meeting took place between BG(P) Rapmund, CDR, USAMRDC, Ft Detrick, and Dr. Jack Vorona, DIA, at Dr. Voronals office. Also in attendance was LTC Robert Jachim, INSCOM and MAJ Dennis O'Keefe, OACSI. 2. (S) The purpose of the meeting, which was requested by BG Rapmund, was to allow him to meet Dr. Vorona and to discuss the issue of human use and the need for a DoD research and development effort in the GRILL FLAME area. a. (S) HUMAN USE: BG Rapmund discussed the necessity to understand and differentiate between occupational health risk (as categorized by work done by intelligence analysts or air traffic controllers) and research risk (as categorized by individuals involved as subjects in research projects), He carefully explained that INSCOM's current GRILL FLAME effort fell into the occupational health risk area, and therefore, was not considered to be human use or experimentation. BG Rapmund continued by stating that -the two areas- that INSCOM had proposed for future study (voice analysis and physiological monitoring) also appeared to fall within the occupational health category. BG Rapmund continued that the intelligence Community should be cautious not to unwittingly fall into the area of research which would cause that effort to be bound by the human use restrictions. b. RESEARCH AND DEVELOPMENT: BG Rapmund stated that as long as the Perry letter (Incl 1) remained as DoD policy, R&D funds could not be spent in the field of parapsychology. However, in his opinion there was a need to begin a serious effort in this field. Dr. Vorona agreed, and solicited BG Rapmund's assistance in getting the Perry letter rescinded acid initiating an R&D effort. 3. (U) Other topics of general interest to both BG Rapmund and Dr. Vorona were also discussed.
