(SINOFORN) On 030900 March 1983f source #08 was interviewed by #66 in an attempt to determine if there was any intelligence threat to the third floor of an unidentified building. The project 8302 sponsor had provided a schematic diagram of the third floor of a building (see Incl 1). 2. (S/NOFORN) For this interview source was given a sealed envelope containing the schematic diagram of the third floor. Source was not shown the. schematic diagram or given any other identifying data. Source was not told what to look for or where operational interest was focused. He was simply asked to describe the third floor. The collection plan called for the use of all other data as "feedback", and further cuing for possible subsequent interviews. 3. (U) A transcript of the interview was prepared including a narrative explanation of the drawing which #08 provided (see Inci 2). 4. (U) A DA Form 341 (Agent Report) was prepared for the sponsor. Holding your concept on the idea of intelligence interests, on the third floor is a special locale of intelligence interests, which is numbered. Describe this special place and tell me the number. #08: It is a small, especially built room, (mumble) it is uncharacteristic of the other layout, because the rest of the layout is in glassed and this has thickness? walls, thickness. There are no numbers for you to read on the third floor. There are numbers assigned on the schematic which reference special things on the third floor, that we are unable to detect these is fine. REPORT Of FINDINGS @C;@-997/8302 08 On 3 March 1983, Source CL-08 was interviewed concerning the Third Floo.r.of an unidentified building in an attempt to determine if there was any intelligence threat to the area. Source stated substantially as follows: On the third floor were modern offices with many glass partitions. From an elevator, a hallway led through a glass entryw@ay into a big reception room in the center of the third floor. The reception room served as a "focal point' for access to offices on the left and right. Within the third floor area was a small, specially built room which was different from the other offices. This room had thick walls, no windows, and controlled access. Source believed the key for this room was maintained in a container in another room. Source believed that this room contained communications equipment. Source identified the activities on the third floor as "our activities". The activity was government related. So'urce compared his overall impression of the third floor area to that of a consulate office. In the small, specially built room was an individual "punching out communication messages, on an apparatus that resembles a keyboard, typewriter type keyboard". Source reported concern over the emanation of signals from this apparatus as well as concern over an inch thick cable associated with the small, specially built room (TEMPEST concept). When questioned concerning a possible intelligence threat to the third floor, Source reported that all was now secure. He saw no threat and no intercept. Source reported an absence of any efforts against the people or the activities on the third floor.
