SUBJECT: Discussions with CG arid CofS, USAINSCOM, 14 May 1984

1. (S/CL-1/NOFORN) On 4 May 1984, CPT Mark Boyer,
Aide-de-Camp, HQ, USAINSCOM telephonically notified me that the
CG wanted to see me at 144@ hours that day to task INSCOH CENTER
LANE Project '@ I C'L P )with two projects. I met with MG
Stubblebine from 14l.5--1435 hOtArs, 14 May 1984 in his office and
provided him with the@ resLIL-s of my 3-hour meeting with LTC
Foley on 8 May 1984. MG SLubblebine then directed me to SG1
consider two new projects. They are:

Kirk, Chief of Staff from 1.310-1350 hours. I discussed tho
following points:
a. (S/CL-2/NOFORN) I showed him the signed charter that
inadvertently was not routed t 'h i' 'ough hiiii. He acknowledged the
need arid value of such a docurnent, but opined what was really
necessary was an LOI from the ACSI in order to permit CENTER

b. (S/CL-1/NOFORN) COL Kirk informed me the RAPT
SG1 I evaluation prepared by I and a letter from Mr.
Monroe had been forwarded t o t -i e C. Gfor info. There has been no
response f rom the CG .
C, . S/CL-1/NOFORN) I informed the Chief that I had
request.ed and received OACS1 approval to exceed automatically
approved pcr diem rates for ICF TDY. He expressed surprise and
asked for a copy of the correspondence.
d. (S/CL-2/NOFDRN) I asked -the Chief if he had issued
instructions to Mr. Silvano to redo the CENFER LANE contract
with SRI-international, I cited the recent DAIG findings and
reasons why it did riot seem appropriate to redo a contract. Ile
agreed and stated that it was not necessary to redo old
contracts issued by IMDS'O, but that all. new contracts have to be
administered 1AW Federal Acquisition Regulations. I acknowledge
an understanding of that directive.
e . (S/CL-1/NOFORN) In response to my question on approval
of the FY 85/86 CENTER LANE COB, the requirement to keep CENTER
LANE information compartmented, arid the need for program support
at the senior INSCOM management level, COL Kirk instructed Mr.
Swisher, DDCSRM to be the POC for the CENTER LAN E COB . He
introduced me to Mr. Swisher and verbally issued the directive.
