(S/WNINTEL) Since the attachment of INSCOM CENTER LANE Project (ICLP) resources to DIA on 7 March 1985 ' emphasis has been placed on continuing training for operational sources, providing justification to place the new DIA psychoenergetic program back in the GDIP, obtaining necessary approval from DoD officials to continue the program, and accomplishing necessary actions to transfer the former ICLP resources to DIA in FY 86. 2. (U) The following specific actions have been accomplished in support of the establishment of the new DIA program and the transfer. a. (S/WNINTEL) The DRAGOON ABSORB initiative submitted in the FY 86 CBJB recommended the return of a DoD psychoenergetic project to the GDIP in FY 86. The appropri-ate Congressional committees approved the concept, but only approved eight of the 12 requested spaces. b. (S/WNINTEL) As required by Procedure 13, DoD 5240.1-R, the Deputy Secretary of Defense approved the continuation of the DIA psychoenergetic program on 19 March 1985. C. (S/WNINTEL) The Deputy Under Secretary of Defense (Policy) approved the establishment of a Special Access Program (SAP) for the new DIA psychoenergetic program on 30 March 1985. The unclassified nickname of the DIA program is SUN STREAK. The Chief, Technology Management Office notified DAMI-ISH, OACSI, HQ DA on 28 May 1985 of the termination (TAB A). SG1J 3. (S) On 17 May 1985 LTG Williams directed that preparation of any necessary documentation for final transfer of ICLP resources to DIA be completed by 15 July 1985. Discussions between the undersigned and staff officers in Programs and Policy Division, DIA; Office of the General Counsel, DIA; DAMI-ISH, ACSI; and Office of the Judge Advocate General, INSCOM, resulted in the decision that another Memorandum of Agreement (MOA) is not required to affect the transfer since the Director, DIA and CC, INSCOM have already agreed in the current MOA to the transfer (TAB B) . Action to transfer the military personnel from INSCOM to DIA will be accomplished by the U.S. Army Military Personnel Center with the support of DCSPER, INSCOM and the Military Personnel Operations Division, DIA. The two civilian personnel will leave their positions within INSCOM for placement within DIA. No INSCOM personnel spaces will be lost to DIA as a result of--an--y---o-i--th-e-s--&-p6i~-sonneI transfers. roper y -1@ -a-c-fi-o-6. Dr.- Ja@k Vorona ! Assistant Deputy Director for Scientific and Technical Intelligence, DIA, the SUN STREAK Program Manager, approved this course of action on 31 May 1985. 4. (S) The effective date of the transfer is scheduled to be'l October 1985; however, this is contingent upon successful, timely passage of the FY 86 Defense Budget. Experience has shown such passage is frequently delayed. To prepare for this contingency, this office has requested sufficient funding from INSCOM Headquarters Support Activity, Ft. Meade, MD to cover administrative expenses, i.e. , civilian salaries and equipment and rental contracts for the first quarter, FY 86. All monies CLj@ not used once DIA assumes total responsibility for the program will be returned to HQ, INSCOM. 1@411'----P- 5. (S) This office currently has eight personnel assigned, six military and two civilians. One enlisted person will ETS in July 1985. LTC Buzby has accepted the nomination to become Commander, Detachment S, USAOG, with a reporting date of 1 July 1985. On 30 May 1985 Dr. Vorona approved LTC Buzby's release from the DIA SUN STREAK Program to accept the ne nmpnt-. Dr. Vorona also accepted the recommendation that = of this office assume responsibility for the DIA @UV eiement at Ft. Meade, and that the vacancy created by LTC Buzby's departure be filled by DIA resources after the transfer is completed.
