ETO W, Approved For Release 2003/09/09 : CIA-RDP96-00788ROO2000150005-0 1AGIA-00 MUvK)RANDUM FOR: BIUGADIER GFNERU SMITH SUBJECT: GPILr, 11M.? Status lk@port (U) 26 Septmber 1.978 1. (S) On 20 Septenber I mot with Colonel Capps, DMIL-ISH, to discuss the 902d's participation iri tjie development of a t-raining progTam in Para.-Psychology Phenomxjaa. We had Lxeen advised tlie weel before through General Rolya tliat the 902d was to cease any fin-ther planning for its concept of tra-ining witdi (lie Monroe Institute. I wished -to find out wliere we stood regarding the progr-am. 2. (S) Colonel Capps related the following: a. After talks among PU Thon-jDson, Dr. LeBerge, Dr. Verona, et al, it was decided -that this whole program needed to be coordinated with DOD. Comequently, a working group is to be estal-_)lished with representatives from all concerned -parties regard-ing the futwm, DOD involvemnt in. this phencimc@na. 1). INSOOM would be reqirsted to 1.)rovid(,--. a repreSentat-'-J-Ve. for the working group me-ritionect above to act as a coordinator for INSCOM involva-aenL. c. The 902d project, unclassified -title (X)NrX)TA WISH, was cancelled. '[WO factors impinged on this decision: (1) The Mon-roe Institute is not cleared for classified trainijig or iniforifution. (2) The tvPe of training to be given by tho Monroe Institute. It was felt th@at this training could be categorized as eyrx-@rirenting with the huanan raind. If so, under recent legislation, it would have to be cleared through an office aL 11-111. 14G Ihmpson did riot want to go tlaat route until -the legal rc-rdfications were thoroughly examined. d. DARCOM has an rmgoing oontracL in this general area with S)P_T., Ca,lifornia which is not encturbered 1@,)y possible le-gadities. Ttle probability existed of our satelliting training on their contract. Colonel Capps suggested that. both ACSI and INSCOM provide fundin2 to DAPEOM for Military Intelligorice training subject to tlie approval, of Ge= Gutlu,-ie. Ile opined fhat $75,000.00 would. be good and that ACSI could probably provide $25,000.00 if 1NSCOM could find $50,000.00. f) f CLI\S@SIFIED BYLAAJ Lmni@)l from C-,erioral Do ssif i cation Sch,@c!Lilo of Exc@c!;fi@jc Order 11652 C" R ET D@,chs6fy On C ebViB~d-f-,orl,eidase:~ZOO,.3JO9109~:.
