(U) On 30 July 1981, from 1100 to 1230 hours, LTC Gerald Lewis, OACSI, and LTCs Watt and Jachim met with Mr. Richard Campbell at Tyson's Corner Shopping Centerp Virginia. Mr. Campbell, in correspondence with OACSI, had claimed to be able to locate military objectives using dousing techniques. 2. (C) Mr. Campbell is a self-taught dowser. He does not belong to any dowsing associations or societies. He has not worked for the government as a dowser. He presented no evidence of having worked for any commercial civilian firm. He did claim to have located water sources (wells) in rural Virginia for private individuals. When questioned on the lack of any docu- mented evidence of his ability, he stated that anyone with an open mind could learn dowsing and offered to teach designated individuals the technique as evidence of his ability. Mr. Campbell was told that the Army needed veri- fication of his ability prior to any commitment for any type work. He then agreed to a controlled test. At the end of the meeting Mr. Campbell was pro- vided a reproduced section of a map sheet and asked to locate a missing helicopter. Mr. Campbell, using a dowsing technique, indicated the location of the missing helicopter to LTC Watt. This concluded the meeting with Mr. Campbell. 3. (C) The location indicated by Mr. Campbell was provided LTC Lewis who will attempt to verify the accuracy. LTC Lewis will contact Mr. Campbell at some later date. Mr. Campbell appeared to be an honest, forthright indivi- dual who believes he can use dowsing to locate military targets. However, unless the information provided proves to be accurate recommend no further contact. MURRAYV.
