Your target is designated by this sealed envelope, which contains the coordinates to the target. Your task will be to describe the target area designated by the sealed envelope to me. In the present time window. As your description develops, I will be given further guidance by the control analyst during the session. We will then explore various portions of the target in order that we may gain the intelligence necessary. Basically this problem involves exploring an area of growing importance about which the intelligence community has little infor- matioh. Low hills due west. Have one looks like a... softball shaped building. It's like a ball with tubes comin' out of it, pipes. There's, uh, two flat tank struc- +07 tures to the side. An octagon of wire..fencing of some kind... Doesn't seem to be anything of interest catching my eye. #66: Okay. Describe the climate to me .... #01: Hot, humid. #66: What is it that makes you say hot and humid? #01: Get a..an overall feeling of, uh, sponginess. There's a mixture of tropical forest and swamp..jungle..amazon like quality for some reason. #66: Okay, before you stated that some of the valleys were clear. Uh, do I understand that this area has a great deal of foliage? #01: Uh..... The buildings now that you describe at the target here, this target area that you've described. You started out by saying I see a number of buildings, then you related +11 certain shapes to me. Double diagonals running each direction down the corners.. corner to corner. Doesn't appear to have windows... Pair of rectangles side by side, approximately two stories. They don't appear to have windows either. I get a round object with pipes ... slightly smaller than building size... +15 #66: Describe the present activity at the target site. #01: Looks like activity's normal. #66: Describe normal activity.... #01: Don't get any answers, I just get normal. People moving around. #66: Describe the inside of the big white building... #01: A lotta bright lights, open area... Some kind of, uh, ,press rollers,-or, uh, machines for pressing metal... aluminum. Sections of metal, look like polished aluminum. #66: What is it you perceive that makes you say machines to press aluminum? #01: Big, bulky machines. #66: Go on. #01: Different forms or angular sections under the machines +17 going up and down and they're..rolling across sheets, like, uh, spun metal..grain in the middle goes in circles. It's polished... It's polished, it's shiny and..it's, uh, puts a design in the middle..these machines do. #66: All right. But I would like to give you now a few moments to comment as you see fit on the target area. PAUSE #01: For some reason I get a impression that the..the function of the target area is mobile, and that, uh...the buildings are not incremental to the functions. Just happens to be a place to be at the moment. I get a feeling that, uh, there's something not right about the functions in that.. there's no agreement to the coordinates. #66: Describe the experience you have which makes you feel this way. +29 #01: Uh, the coordinates of the target..and the target is this place, time, and these should all intersect, all these.. circles should intersect, but they don't. There's only a nebulous relationship. It's like looking through holes-in paper, they don't line up. So there's somethin' wrong.. somethin' wrong with the function of the target or the coordinates. #66: Describe the degree of error you are perceiving. #01: The what? #66: The degree of error in alignment of these functions. #01: Uh.....uh, the..I perceive either a misconception of function or..perhaps coordinates won't, uh, won't be good enough to nail this target. Return your attention to me, the room, and let's now prepare to draw those perceptions that you have had. #01: Okay. On page one, it's a drawing of the general overall area. And what I have is two high ridges, left and right, with a low point, or valley running down the center. City area outlined in dotted lines. A road, sort of a "Y" shaped road going from the city to the perceived target area and running off in two directions from there. And this whole valley was a very lush, green valley. Page two are the tank structures. I can't illucidate on that any. Page three is, uh, a blow-up of the target area, uh, with the representative, uh, statements concerning the letters. I've identified everything in letter form, and then written a column on the right saying what they are. And these are all relative to one another in size., I didn't show any buildings exterior to the fence, but there are a bunch of other buildings all over that area. Uh, four is this machine type apparatus that looks like a very high, very large like tool and die type machine, uh, -*mow, under which, uh, this roll of polished aluminum is being sucked into this machine, so to speak, and it's stamping out these parts, or pieces or whatever. #66: Okay, now, uh, let's talk about in what building was this? #01: Okay. You said, uh, tell me what's in the white building, or somethinglike that. And I don't recall ever having said any the buildings were white,I just gave you of so whatever e into my mind. So I know where that cam don't building is. #66: Okay, so can't tell me then, uh, relationship you in to three, whichbuilding has this stuff it. in #01: No, I can't. #66: All right. #01: Page five a layout of to point is of origin, and what- #66: Now let nderstand. Point of originof the raw material me u or what perceive as rolled aluminumis what I was you after. #01: Right. Right. Exactly. And, uh, what I've done is I've put three squares on here. And Pve indicated that it's sixty kilometers north northwest of the target. And I labeled in and underlined water and valleys and hills. There seems to be, from the edge of the water goin' back there seems to be a row of, uh, flat valley areas and hills and then valleys and then hills. #66: Okay. #01: And that's essentially it. Uh..Ilm gonna try to explain to you what I was talkin' about as far as the targeting. If you were to take a circle and you were to say you have three circles, okay, just for sake of clarity- circle A is, uh, the target of interest to U.S. Intelligence, circle 8 is the coordinates, and circle C is the, uh, date/time location, okay? And then you were to provide that kind of information in a sealed bnvelope. Then essentially what the viewer would be looking down would be this..this kind of thing. He would be looking this way through these circles, right? #66: Okay. #01: Okay, well in this ease- that's be A, B and C. In this case I was of the impression that I wasn't looking down circles like that. I was looking like this way, thuough those cir- cles. They weren't jiving, they weren't goin' together right. #66: The information, the target, the coordinate and the date/ time did not seem to all fit together in the matrix. #01: Right. If I had to- okay, if I had to coordinate it, what I would say, I would break the target down into function.. of interest. Okay? And I would say location,coordinates. And I would say now. This location coordinates is screwed up. There's somethin' wrong with that. #66: Okay. That was my next question. In these intersecting rings, which one is screwed up? And you're saying it's the- #01: The location coordinate'z screwed up. Now that can mean that one out of 25 buildings is of interest and the target coordinates aren't centered on that building, they're cen- tered somewhere else in the layout. That can mean the coordinates are just plain all screwed up. Or that can mean that the, uh- #66: Okay, label this sketch as being, uh, targeting problem. #01: Okay. #66: Would be sketch number six, but just label it as targeting problem, that's fine. #01: Targeting problem. And that may be part of the problem. I perceive the function is of what's real importance. The buildings don't matter. The machines don't matter. But what's being done and how it's being done in the buildings does. And... uh, there's just gotta be a better way of targeting this target. You know, uh.. #66: Okqy. #01: There's somethin' wrong with the way it's bein' targeted right now and I can't puL my finger on it. #66: Okee-doke.
