(SINOFORN) The Under Secretary of Defense (Research and Engineering) Memo dated 19 Jan 83, has lifted the prohibition on the use of P6 funds in support of Project GRILL FLAME (Incl 1). 2. (U) The Director, DIA forwarded the Memo to the ACSI with a supportive note (Incl 2). 3. (U) The Director, GDIP Program (Mr Hurwitz) wrote the Memo for the Under Secretary. 4. (SINOFORN) Mr Hurwitz objectives for Project GRILL FLAME are: a. Keep the SRI team intact - Use the Dr DeLaurer Memo to get funds to SRI. b. Keep Army (INSCOM) team intact. c. Bring Army (INSCOM) back under GDIP. d. Continue GRILL FLAME as a joint program. In the current CBJB Mr Hurwitz will indicate that Project CENTER LANE is the Army portion of DoD Project GRILL FLAME. The new Army name is for security purposes in light of the exposure generated during the BG Dozier project. (S/NOFORN) OACSI has been working with DCSRDA to determine how P6 money can be obtained for INSCOM projects. 6. (SINOFORN) On 28 Feb 83, an ACSI/INSCOM meeting will take place at AHS. Attending will be BG Strom and Maj (P) Fox (OACSI) and BG Shufelt, Col Miller, and myself. The purpose is to update ACSI on Project CENTER LANE, discuss recent actions concerning the DoD GRILL FLAME Project in which ACSI has been involved or is aware, and to work out a joint position for the future. One topic which will surely arise is the anticipated INSCOM use of P6 funds. LTC Hartzell and I have proposed projects to be funded by P6 funds. They have been submitted to BG Shufelt for review. A copy is attached for your information in the event the topic arises in your discussion with the ACSI (Incl 3). 7. (S/CL-1/NOFORN) I am scheduled to brief Hon Jay R. Sculley, Assistant Secretary of the Army (Research, Development and Acquisition) and LTG J.H. Merryman, Deputy Chief of Staff for Research, Development and Acquisition on 8 March, from 1300-1330 hours. Briefing was arranged by ACSI. Also attending will be BG Strom and Maj (P) Fox (OACSI). The briefing will cover an orientation to INSCOM involvement in parapsychology and the anticipated uses of P6 funds. 8. (SINOFORN) Based upon the DeLaurer Memo, Dr Vorona (DIA), has either obtained or received commitment for $200K from DARPA. This is the amount that Dr Vorona stated was needed to keep SRI intact for FY 83. Since he now has money, Dr Vorona has indicated to Maj (P) Fox that he would fund our future FY 83 training contracts with SRI. He does not believe this is in conflict with the FY 83 Intelligence Committee position. 9. (SINOFORN) On or about 11 Feb 83, the ACSI met with the Secretary of the Army. The purpose was to update him concerning recent actions concerning the DoD GRILL FLAME Program. (U) On 22 February 1983, from 1315 - 1335 hours an update briefing was presented to CGI INSCOM, at Room 130 Arlington Hall Station. Also attending was Col Charles Partridge, INSCOM Chief of Staff. This update briefing was requested by the CG in lieu of a formal briefing scheduled for two hours at Fort Meade. 2. (U) An information paper was prepared covering recent GRILL FLAME actions which might arise in his meeting with the ACSI which was to occur the same afternoon (Incl 1). 3. (SINOFORN) Following a review and discussion of the information paper the CG requested information on the following: a. Operations - I provided him with the number and requestors of on-going projects and anticipated projects and sponsors . b. Personnel - I provided the numbers of sources and their status. The CG was concerned with the decrease in source strength. C. Recruitment - I updated the CG on proposed actions to increase the numbers of people completing the initial screening questionnaire The CG emphasized that he was not looking for quantity but for people who would be assets to the program. He indicated approval of the following approaches: (1) ASD - At locations they normally visit include our screening questionnaire with their normal material. (2) HPTF - Using a HPTF cover letter to forward the initial screening questionnaire to Ft Huachuca, with the objective to cover all new students. The specific case of an individual in Europe who will be returning to CONUS in the Dec 83 - Jan 84 time period was discussed. 4. (S/NOFORN) CG was also concerned that the SOW in the DIA contract with SRI would cover projects that would not be of greatest value to INSCOM. I indicated I would find out what is covered in the current (FY83) contract and also which projects will be done with the $200K of P6 money that DIA has received from DARPA. 5.
