   MEMORANDUM OF UNDERS TANDING
   Th'~.s Joint Service three year GRILL FLAME effort is intended -to
   ii~iptenient a conj--rehensive effort designated from the outset to
   d(!I-ermine the operational parameters and usefulness of certain
   ~--'-nients of psychoenergetics and assess the threat -these
   pii-nomena pose to the national security. The DOD GRILL FLAME
   c,rt. will. include, but not be limited -to, external assistance

   r jht- to discontinue participation in this program at the end of
   tiscal year.
   Tnc, GRILL FLAME Committee will seek throughout the first year, and
   -(-,t-.i,nually during follow on years, to examine capabilities in RV
   and PK developed by potential contractors and unanimously agree
   t,() conLract with the con-tractors who can best meet the requirements
   o' the DOD at the least possible cost.
   El. The DIA will:
   (1) Issue Joint Service contracts to accomplish -the
   r(.,quired external support.
   (2) Chair the GRILL FLAME Committee and provide, in coordi-
   P with committee members, regular progress
   r(~ports to apprc..,-priate high level decisionmakers.
   (3) Provide -the primary contract monitor to be located
   vih,--re he/she can best monitor all Joint Service contracts.

   (1) Contribute to the development of contract goals,
   i.i ~-iniiriousLy agrt:~e to the contract goals, and outline specific
   r-,,pi-irements, tasks, and priorities to be accomplished by the
   Service contracts.

   :-;ervice. contracts.
   (3) Host the quaril-erly GRILL FLAME Commit-tee meetings on

   (4) Provide ORV monitors and viewer to support the programs

   (4) Pr(-.)vide continual review 6f all GRILL FLAME contractual

   (1) Be cognizant of all GRILL FLAME Joint Service contracts.
   (2) Serve as an interface between the Committee and all
