                SG1J SUBJECT: FONECON Between (DIA) and LTC Watt, 0845 Hrs,
  6 March 1981
       SG1J 1. DIA Grill Flame representative called me at 0845 hrs,
  6 Mar 81, to relay the following comments from Dr. Vorona, DDS&T, DIA:
       a. DIA could not agree to my request to have the joint Army/DIA MOU
  concerning Grill Flame modified as I had indicated.
       SG1J b. stated that Dr. Vorona was responsible,for keeping
  Congressman Rose informed of piogress in the Grill Flame arena, and, therefore,
  he (Dr. Vorona) could not allow INSCOM to have a unilateral effort of their
  own.
       SG1J 2. 1 informed that if DIA insisted that Army/INSCOM could not
  enter into efforts on their own, without DIA appr:oval, then I'd recommend
  that the MOU not be signed by Army.
