2. All Detachments/Sec -tions are responsible for preparing End Strength..reports for their
elements on IA Form 71-1R, and submitting that information to the RMQ NLT five working days
following the end of the fiscal quarter. The RMO will consolidate this input, add the O&MA
Funds expended "portion, and submit -the completed report IAW reference above.
3. Paragraph 6 of reference provides detailed guidance on the preparation of the report.
Figure 1 of the regulation is a copy of IA Form 71-1R.
