(S/CL3/NF) Briefing for LTG Brown was in response to his request for a "full lay down" on the circumstances involving CENTER LANE, the Monroe Institute 2. (U) Briefing began at approximatley 1600 and ended at 1750 on I March 1984. Present were: BIG Hunt (DCDR,, INSCOM), BG Soyster (DACSI, HQDA), COL Partridge (Special Assistant to CG, INSCOM), LTC Buzby (CLP Manager, INSCOM), and LTC Mangold (ODAS). 3. (S/CL3/NF) LTC Buzby began by providing background on CENTER LANE and the Monroe Institute. Brought LTG Brown up-to-date since his last briefing on 29 August 1983. Reviewed CENTER LANE operations, staffing, program and budget considerations, and successes. Also covered CENTER LANE and Monroe Institute connections and screening process. LTG Brown keyed on the following points: a. Is the cost of the program worth the effort (he kept coming back to -this point)? We made -two points: Our assessments and assessment from other intelligence agencies indicate that it is worth the effort; and secondly, the Soviets are involved in this area and that we must maintain an effort. b. Expressed concern on overhead costs of -the program. (We, perhaps, need to rethink what we attribute to overhead.) c. Asked for (and got) reaSSUrance that CENTER LANE expenditures were auditable and that accounting was not a "back of the envelope" operation. BG Hunt informed him of CG's request to Gen Solomon,to give a good hard look at CENTER LANE and 'the fact that our auditors are reviewing "black" funds. 4. (U) As LTC Buzby finished, LTG Brown asked if we had heard of LIFE SPRING. We told him that we had looked at LIFE SPRING and EST but had ruled them out as INSCOM programs. LTG Brown mentioned that he had gone to a "majarishi" with his family once, but after being informed that he would have -to "pay homage" decided not to participate.
