(S/CL-3/NOFORN) Based on the CG, USAINSCOM decision to discontii~e INSCOM involvement with psychoenergetics research and operations (references a and b), the INSCOM CENTER LANE Project (ICLP) Officer initiated dialogue with DIA officials and the CG, USAMRDC, on 20 July 1984 and I August 1984, respectively, (IAW references c and d) to transfer appropriate operational and R&D functions. The proposed course of action involves a transfer of the ICLP program to DIA. Because of current manpower authorization problems, neither INSCOM nor DIA has spaces it can/will dedicate to a psychoenergetic program; therefore a compromise solution appears appropriate wherein USAINSCOM agrees to detail ICLP resources to DIA for FY 85 with the stipulation WARNING NOTICE: CENTER LANE SPECIAL ACCESS PROGRAM RESTRICT DISSEMINATION TO THOSE WITH VERIFIED ACCESS TO CATEGORY THREE (3) SENSITIVE INTELLIGENCE SOURCES AND METHODS INVOLVED NOT RELEASABLE TO FOREIGN NATIONALS CLASSIFIED BY: CDR, INSCOM DECLASSIFY ON: OADR COPY OF COPIES Approved For Release 200010*$FuZRfi778ROO1500100003-3' Approved For Release 2000/08/o&EODRETool 500100003-3 IAGPA-F-SD 1 August 1984 SUBJECT: Required CG, USAINSCOM Decisions Concerning the CENTER LANE Project (U) that DIA obtain necessary manpower authoriztion under the FY 86 GDIP. Personnel detailed will either revert to INSCOM or PCS to DIA by 30 September 1985. This approach was discussed- with DIA on 20 July 1984. 2. (S/CL-2/NOFORN) The proposed solution requires a decision by the CG, USAINSCOM as to whether the detailing of INSCOM resources to DIA to perform operational functions and support R&D activities, as appropriate, satisfies the CG's intent to discontinue all INSCOM involvement with psychoenergetic research and operations. 3. (S/CL-2/NOFORN) If the CG does not approve the detailing solution and DIA is unable to solve the manning problem, then the CG authorization is required to use INSCOM resources to continue with training and outstanding contracts scheduled for completion by 31 December 1984.
