(S/CL-1/NFORN) CG, USAINSCOM announced his decision on 13 July 1984 to terminate the INSCOM CENTER LANE Project (ICLP) effective 30 September 1984. The Chief of Staff, USAINSCOM notified the ICLP Manager on the afternoon of 13 July of the decision, and that the CC had the following three concerns: a. (U) The primary concern is the people assigned to ICLP. Every effort will be made to reassign personnel IAW their personal preferences if/as appropriate. b. (S/CL-1/NFORN) The second concern is to transfer appropriate functions to the U.S. Army Medical Research and Development Command (USAMRDC). C. (S/CL-3/NFORN) The final concern is to transfer the operational aspects of the ICLP to DIA. The Chief stated that the CG is aware of the potential of the ICLP, and that he wants to be kept aware of developments in the psychoenergetic field, but that it is not considered in,the best interests of INSCOM to continue with the Project. It is better for the effort to be split into operations and applications, and that DIA and the USAMRDC are better equipped to run the program.
