Dear Dr. Puthoff,
(S/CL2/NOFORN) This letter is to acknowledge receipt of the
five project reports submitted to us by SRI-International in
support of U.S. Army INSCOM Project CENTER. LANE. I have
completed a review of each of the reports in terms of the goals,
specific tasks, and deliverables Which were outlined in each
project's Statement of Work (SOW).
(U) Since I have received only draft reports for SOW ESU
83-134 and ESU 83-147, the reviews for these projects have been
made using there draft reports. I trust we will receive the
final reports on those two SOW's in the immediate future.,
(U) My review of the reports reveals the following:
- (S/CL3/NOFORN) Major goals, tasks, and deliverables
generally were addressed and satisfied; however, there are
instances where this is not the case. I will cite several
examples.
a. (S/CL3/NOFORN) The ESU-83-134 report indicates that.
Phases I and 11 were only partially accomplished and Phase III
was not conducted.
b. (S/CL3/NOFORN) The ESU-83-145 report did not
include separate inclosures for each trainee with requested
information.

c (S/CL3/NOFORN) The ESU-83-147 report states that a
literature search was conducted, but it was not summarized for
inclusion in the report. Further, the report contained no
statement why weather and lunar cycles were not analyzed as
factors affecting remote viewing.
- (S/CI,2/NOFOPN) Where the SOWs contained requirements
for recommendations dealing with future training requirements, no
recommendat ions were provided. For example, the SOW for 83-144
provides no proposal for a training program.
- (S/CL2/NOFORN) The above are selected examples and
are not intended to be inclusive of my review and assessment. In
conductinp to compare the
, that review, my primary concern was
reports against the requirements stated in the five SOW's.
Additionally, T conducted an assessment of the' work done in terms
of its value to the CENTER LANE effort. All those results are
available in my office.
(CINOFORN) My duties and responsibilities as the
Contracting Officer's Technical Representative require me to
notify the Contracting Officer of satisfactory completion of the
contract. I have to accomplish that action by 12 April 1985. In
order that I may respond in a positive manner, I request that you
review Your reports prepared for Letter Order 1-8 to determine if
they satisfied the requirements and intent of the SOW's. Please
provide me your response by 29 March 1985. Additionally, I
remind You Of the requirement to provide me the list of equipment
YOU Purchased in support of the contract.
