(S/CL-3/NOFORN) On 270900 September 1983, source #01 was interviewed concerning rooms designated to him in Area 'IF", a building within a group of buildings with which source was familiar. The project 8307 sponsor had provided geographic coordinates of the buildings, a photograph of the buildings, and a map showing their relative location (see Incl 1). 2. (S/CL-3/NOFORN) For this interview source was shown the photograph provided by sponsor and directed to focus his attention on the rooms of interest to the sponsor. Source was aware that this group of buildings is suspected of being the headquarters complex for Chinese signals intelligence. 3. (U) A transcript of the interview was prepared including a narritive explanation of Source's drawing (see Incl 2). 4. (U) A DA Form 341 (Agent Report) was prepared for the sponsor. Personnel are .... young, intelligent,..early twenties, late twenties, male, female mix, civilian. .... Sense a very high IQ .... very, very dedicated. Don't get any strong religious commitments, just nationalistic commitment. .... Third person in room is supervisor for room. Five rooms have separate supervisor, different area. Step A is a pictoraphic representation of the electronic wall which produces numbers and oscillations and whatnot, which is interpreted in step B by human that punch down on large table apparatus with about 300 keys. It produces a foldout narrow paper type product, which is represented in step C. Step D gives an example of that narrow page foldout which is sets of characters and whatnot, it goes to area F. And area F it's put on top of the desk and translated or checked against ledger books of different colors, which is step E. And the result from that is step Fl which whenever there is a significant color change indicated, it goes on a 3x5 card type paper, which is hand carried to area G right away, which is representing characters and numbers. Or when there is a non-significant or preliminary change in the block diagram itself, it's sent as a ripped out portion of the narrow sheets to area G, which is indicated at step F2. REPORT OF FINDINGS On 27 September 1983, Source concerning offices within a buildi 'IF--" in a Qroup of buildinQs ~~ Z6-01 was interviewed i known to Source as Area Rooms in Area 'IF" were divided into sets. A set consisted of five rooms and represented a "main command network" (not further identified) and each set had a separate supervisor in a different area (not further identified). Individual rooms were occupied by two or three people. The third person in each room was a supervisor. Inside the individual rooms were desks with slanted tops, ceiling to floor bookshelves, and different colored ledger books. The different colors (riot further identified) represented "different levels of communication" (not further identified). These ledger books (see drawings) were labeled with dates started (not further identified), a group of numbers, perhaps eight digits (not further identified), and an area, perhaps a place name or city name (not further identified). The ledger books contained heavy, rough finish paper sheets that folded out both left and right . On these sheets were drawn what appeared to be "incomplete line charts, block charts" (riot further identified). Information was copied (posted) into the ledger books from "thin, narrow paper folded back on itself" (see drawings) which had short columns of numbers/characters on it (not further identified). Information processed in one room (not further identified) seemed to have come from islands in an extreme north/northeast coastal region (not further identified). This information related to "command and control nets for ship-born rockets," possibly Soviet (riot further identified). REPORT Of fIND1111GS information processed in the Area 'IF" rooms was from variOLIS distant locations at least one of which had some kind of electronic machine which was as large as a wall, black and had many lights and numbers (not further identified). From here, information was put into a manually operated, square, flat machine with many keys (not further identified). This machine produced the thin, narrow paper used by the personnel in the rooms in Area 'IF" to make entries in the ledger books. Source did not describe in detail how the personnel in area IIFII got the thin, narrow paper but did say that stacks were wired together and shipped (presumably to Area 'IF") and that most long distance transfer of information was apparently over "sealed land line, dedicated land line circuits" (not further identified). Source felt there may be one other level or element of interpretation of the information prior to its posted in Area 'IF" but was unable to provide information relevant to this possible additional element. Information being posted in the colored ledger books was a minimum of 72 hours old. Information older than one week was discarded as "not good" (not further identified). After the ledger books were posted, personnel in the rooms did one of two things: If the posting required a deletion from a ledger book arid/or a change in entry from one color ledger book to another, an action which could only be done by a room supervisor, then this was annotated on a separate 3x5 type card and the card was sent to the "room with the long tables" in Area IIGII (Area IIGII being the building contiguous to area 'IF"); if the posting required a "non-significant or preliminary" change (not further identified) to a single block diagram or within the same color ledger, then this was annotated on the applicable portion of the thin, narrow paper and sent to the "room with the long tables" in Area IIG,11. Source characterized the personnel working in the rooms in Area 'IF" as male and female civilians in their early to late twenties; intelligent and very dedicated with a nationalistic commitment.
