   SUBJECT: CENTER LANE FY 86 - 90 GDIP Submission (U)
   1. (S/CL-2/NOFORN) BACKGROUND.
        Since the beginning of USAINSCOM's exploitation of
   psychoenergetics (PE) technology with Project GRILL FLAME in
   1977 through the present effort under CENTER LANE, the project
   has been conducted on an ad hoc basis, using resources taken
   "out of hide." Despite the provisional approach, project
   results have been very impressive. State-of-the-art in
   psychoenergetics has advanced so far, however, that the current
   organizational approach is no longer adequate to derive the
   maximum benefit and intelligence potential from available
   technology. In recognition of this, directives received in the
   General Defense Intelligence Program (GDIP) Program Manager's
   Guidance Memorandum, Fiscal Years 1986-1990, Substantive
   Guidance document require the provision of "unranked packages to
   fund the operational use of CENTER LANE capabilities" (para 5i,
   TAB A).

        SUBJECT: CENTER LANE FY 86 - 90 GDIP Submission (U)
        2. (S/CL-2/NOFORN) DISCUSSION.
             Attached at TAB B is a revised, proposed CENTER LANE
        organization that has an end-of-cycle personnel strength of 20.
        The organization is designed to continue current PE training,
        development, and collection efforts, and establish a base for
        INSCOM PE activities beyond FY 90.
        3. (U) RECOMMENDATION.
             a. (S/CL-3/NOFORN) Recommend that CG, USAINSCOM approve
        the proposed CENTER LANE organization and GDIP New Initiative at
        TAB C.
             b. (S/CL-3/NOFORN) The compartmented nature of the
        information included in the justification document requires the
        initiative to be submitted separately from INSCOM's standard
        GDIP submission. Upon approval of the concept, the proposed
        CENTER LANE GDIP packet will be transmitted directly to
        DAMI-ISH, ACSI DA for action.
             C. (S/CL-3/NOFORN) Submission of the CENTER LANE
        initiative by HQ, USAINSCOM in the Planning, Programming, and
        Budget process implies an agreement by the command that if the
        initiative is approved at the DA and DoD level, USAINSCOM is
        prepared to implement the program at the beginning of FY 86.
        This means that there will be a requirement to implement a
        CENTER LANE organization with 12 persons on 1 October 1985.
        Analysis of current and projected CENTER LANE resources through
        FY 85 indicates that the project will have a minimum of 10
        personnel assigned by the end of FY 85; therefore, the
        activation of an INSCOM PE activity at the beginning of FY 86
        should not create an unmanageable manpower requirement for
        INSCOM.
