(S/CL-2/NOFORN) Since May 1981, when I assumed command of INSCOM, the project (now CENTER LANE) has provided the U.S. Army and such agencies as DIA, CIA, 'NSA, FBI, and the Secret Service critical intelligence unavailable from other sources. An SOI on that project is attached as Inc 'Losure 1. At Iticlosure 2 is an MFR from the CIA commenting on the value of CENTER LANE, (U) OTHER VIEWS: a. (S/CL-2/NOFORN) "The phenomenon is not real."
