(S/CL-2/NOFORN) On 6 January 1984. LTC Buzbv and met with on two occasions. Ar, r-ne First meeting MG Stubblebine was in SG1 I SG11 attendance. The purpose of the first meeting was for to ask MG Stubblebine for authoriza on o nterface directly with this office in order to work out an arrangement whereby this office could assist NSA in an OPSEC project in psychoenergetics. MG Stubblebine authorized the requested interface. SG1J SG1 1 2. (S/CL-2/NOFORN) Later LTC Buzby and met again with in anticipation of working out SG11 detaiis of NSA's requirements. During this meeting it became apparent that did not know exactly what it was that he wanted. He did not appear to have been briefed on the SG1 I SG1 I concept of Associative Remote Viewing by as we had been led to believe. stated that, in his opinion, the Remote Viewing work that we had done for him in the past seemed of little or no value to him. We explained the concept of Associative Remote Viewing to him as it could be applied to the "reading" of sealed authenticators. Again, he was unsure as to what application such a technique may have for NSA. The SG1 I SG1 I meetin was ended without deciding on anything other thane needed to think over what he wanted to do. SG1 I stated that he would contact us as soon as somet resolved. SG1 1 3. (S/CL-1/NOFORN) appears to be unable to cognitively integrate psyc oenergetic parameters.
