   SUBJECT: CENTER LANE (U)
   ISSUE: (U) To update SA on CENTER LANE.
   FACTS:
   1. (U) Last update on subject was 4 Feb 83 (TAB A)' Since
   that time the following significant events have occu;red:
        a. (S/NOFORN) On 16 Mar 83 the Assistant SA, Research,
   Development and Acquisition, was briefed on the program. Use of
   Army Program 6 funds was approved and funds will be requested on
   a case by case basis as individual projects (studies, training)
   are formalized.
        b. (S) On 31 Mar 83 Dr. Verona, DIA, briefed the Vice
   President, at his request, on GRILL FLAME. Dr. Verona included
   three examples of successful Army efforts in his briefing (TAB B).
        co (U) On 18 Apr 83 the ACSI corresponded with Commander,
   INSCOM, about the program (TAB C). Key points included:
   (1) (U) Gratifying comments made by Dir, DIA about
   Army efforts.
   (2) (C) Desire by USofA that Army partricipate in
   CENTER LANE related activities to the extent necessary to stay
   abreast of the state-of-the-art and that we try for two
   contractors.
   (3) (S/NOFORN) The intent by DIA to brief Congress,
   with probable.Army assistance on GRILL FLAME and related
   activities.
   (4) (C) A need to ensure that CENTER LANE be fully
   documented and that a Special Access Program (SAP) be
   established.
        d. (U) The SAP request for CENTER LANE was recently for-
   warded to SA for approval.

   2. (S/NOFORN) Per SA request for further information on the
   program, a detailed update will be provided in the near future.
   As in the case of GRILL FLAME, human use considerations make it
   necessary for SA approval of the program.
