ISSUE. (S/NDFORN) Use of Program 6 (R&D) monies for CEN7ER LANE.

1. -(S/CL-l/NOFORN) Memorandum for USDRE concerning the, 'source of P.6
funding for CENTER I.AW was hand carried to Principal Deputy ASA (RDA) and
Executive Assistant to USDRE.
o Principal Deputy ASA (RDA) desires update on project. DAIMI-ISH will
brief her 1130-1200 hrs 9 Nov 83.
~ Executive Asst. to USDRE stated that memorandum was acceptable and
that the P.6 monies could be dispersed.
~ DAMI-ISH notified CENTER LANE Project Manager of above; check will
be delivered to contractor 14 Nov 83.
2. (S/CL-2/WFORN/CLOSE HOLD) USDRE supports providing Army with approxi-
mately $600K additional funds for CENTER LVE, research.
o Funds were requested b 'N, DIA to Support. their related ef,'OrL. --A
is unjer same cic~nsLrai-iit as 110 USC, bf a-,~d 1,as no
mechanism to move USDRE funds to contractor.
o DAMI-ISH suggestion to OUSDRE 3 Nov 83 was that USDRE send a
memorandum to Army offering funds. ISH will structure a proposal satisfac-
tory to USDRE, DIA, ASA (RDA), DCSRDA, ACSI and INSCOM, and obtain legal
review. Unofficial agreement has already been obtained from DIA, ASA (RDA)
and lNSCOM Project Manager.
o Acceptance of these funds will essentially make Army Executive Agent
for CENTER LANT type activity for DoD and give Army greater voice in
setting project priorities.
o OUSDRE will request that DARPA make the fund,.; available, then work
with DA.MI-ISH to write the USDRE -memorandum to Army offering the fuiids.
o Army (ISH) role will have a yet to be deLermined staffing impazt on
ISH.
