(S/CL-l/NOFORN) At the end of FY 83 DIA'& GRILL FLAME effort fell under the same Congressional constraints (TAB A) on the use of National Foreign Intelligence Program (NFIP) resources that Army faced in September 1982. b,. (S/CL-I/NOFORN) Because Army had successfully met Congressional guidance with the CENTER LANE project, DIA asked if we would be willing to continue the research efforts they had schedvled for FY 84. and part of FY 85. Funding for these efforts was anticipatid from the USDRE. c. (S/CL-1/NOFORN) Cdr 1NSCOM, the CENTER LANE Project Manager, and the Principal Deputy and Deputy ASA(RD&S) all approved the idea concep- tually and discussions were undertaken with DIA on the research projects they desired that Army pursue. The refined project list (TAB B) is mutually agreeable to D1A and Army. d. (S/CL-1/NOFORN) DAMI-ISH discussed the subject with OUSDRE and was ultimately told that the money was available and ready to be moved. Contact with Defense Advanced Research Projects Agency (DARPA), the actual source of the funds, resulted in a decision to move the money covertly through D(;SRDA, if approved. ODCSRDA action officer has con- curred conceptually with the idea. 3. (U) DISCUSSION. a. (S/CL-2/NO170RN) The research projects which would be funded with this initiative are of interest to both DIA and Army. Several of the projects are of great interest to Army and the amount of money ($200K for Psychokinesis (PK) alone) are far beyond our means to fund on our o,,,rn. 4 b. (S/CL-2/NOFORN) Art additional benefit which accrues to Army is that the Standord Research Institute (SRI) International team. working on Army contra6ts will be funded at a sufficient: level for probably the first time to not only insure team integrity, but to allow sub- contracting with experts in related fields. Total funding for SRI for FY 84 and part of IFTY 85 would be $1.07M with the approval of this proposal. %k c. (S/CL-1/NOFORN) This relatively large influx of money into the SRI team creates a slight "cueing" problem in terms of SRI being able to work on all of the projects to be funded. Tbis a~.ca has been satis- factorily resolved for now and should pose no problei- in the future, especially with a willingness to extend the work into FY 85. (S/CL-I/NOFORN) DIA is retaining its on-site monitor at SRI and is funding him-outside the NFIP. The DIA representative will provide assistance to the CENTER LANE Project Manager and-.be responsive to his direction, insofar as it is in consonance with DIA guidance. DIA will also be able to maintain active involvement in the CENTER LANE project through their representative and provide continuity of effort with the contractor. e. (S/CL-1/NOFORN) Because of the change in Army roles that this funding initiative brings, DIA and DAMI-ISH haN~e agreed that DIA use of the CENTER LANE compartment is justified. Uporf approval of this funding proposal INSCOM's OPSEC Support Detachment, 902d MI Group will be tasked to provide security instruction and classification guides to DIA. This action has been coordinated with DAMI-CI. f. (S/CL-1/NOFORN) Upon approval of facing memorandum by ASA(RDA), DAMI-ISH will make contact with DARPA and work out the details of the MIPR to DCSRDA. The Congressional prohibition against use of NFIP or NFIP-derived funds has been discussed with DARPA, but will be reiterated. USDRE will be informed when contracting and transfer of the funds to SRI has been comple-ted. g. (S/CL-I/NOFORN) The adverse ilm act of Army accepting this funding is an increased workload on botg the ISH action officer and the CENTER LANE Project Manager. (S/XL-2/NOFORN) The Intelligence and Security Command (1NSCOM) has agreed to accept the USDRE funding and to devote it to work which the Defense Intelligence Agency (DIA) had intended to pursue during FY 84. As of FY 84, DIA must meet the same Congressionally imposed constraints on the use of National Foreign Intelligence Program (NFIP) funds for CENTER LANE type activities as Army. and it has chosen to restrict its partici- pation to that of an on-site representative with the Stanford Research Institute (SRI), International, to assist in monitoring research projects. c.
