CL - - n n 0 0 N PROJECT CENTER LANE NA%ATIVE EXPLANATION/JUSTIFICATION: DESgRIPTION: (S/CL-3) Establish a new intelligence program utilizing psychoenergetics (parapsychology) to enhance m exisiing intelligence collection and OPSEC programs, and an organizational infrastructure to manage administrative tg traging and operational functions for the program. Through a thoroughly proven aspect of psychoenergetics known as remo vievgng, the pro-posed program will collect and report information of intelligence value without regard to time, target or any efforts to deny the information to the collector, with no known risk of detection. Plans are being locition , forr9lated for intelligence exploitation of other psychoenergetic technologies, such as psychokinetics, remot ynicat ions, etc., as the state-of-the-art in each progresses sufficiently. Money budgeted for this program will ba comy . use% for the extensive traini-ng involved, required facilities, and systems for obtaining, recording, processing anil dis*minating valuable information obtained. JUSIFICATION: (S/CL-3) INSCOM's efforts in the intelligence application of psychoenergetics have been on an ad hoc basiT sing 1977. During that six year period, CENTER LANE, and its predecessor program GRILL FLAME, established the feasibilit4p and!~soundness of psychoenergetics, primarily through the use of the remote viewing phenomenon as an intelligence tooT". Fro@ 1978 through 1983 intelligence collection projects using remote viewing completed for the U.S. Army and such agenciEve as glA, JCS, CIA, NSA, FBI, and the Secret Service, produced significant results. At least two intelligence communit% "fiffts" have resulted from project operations. During this, same time, outside research has refined the methodology even furgi-er, promising greater accuracy and control than ever before. Administrative and personnel turmoil, sporadi:4 avaklability of resources, and lack of a formal TOE/TDA organization have all kept the project from realizing its trL~ .Lal. Full utilization of this unique and cost-effective colleftion capability can be made not only by establishit pot&t4 thig program officially, but expanding its resources and organizational base.
