(S/NF/WNINTEL) I informed Jack that since the project was now a DIA responsibility that he would have to approve the continuation of the training program because of the human use implications, when he asked what that meant, I explained that I had approved the continuation of training during the transition period as the CENTER LANE Project Manager, and accepted any risks associated with that. My authority to accept that risk terminated 7 March 1985 date LTG Williams signed the MOA. I added that there was no real risk but that it was my responsibility to inform my new boss of what we were doing at Ft Meade. His approval to continue training was necessary during the time approval was being sought by the DIA General Counsel from the DEPSECDEF. Dr. Vorona granted approval to continue with the training. b. (S/NF/WNINTEL) The approval of the MOA did a great deal to improve the morale of the activity at Fort Meade, but that there was still the feeling of uncertainty among the office personnel. I suggested that a visit to the office by LTG Williams would be appropriate and beneficial. Dr. Vorona stated that a visit by LTG Williams was not feasible, but he certainly would visit the activity. He tasked M to set up a time for SG1J the week of 18 March. 2. (U) The meeting with Dr. Vorona was short but it accomplished what I had set out to do.
