(U) Several recent events have potential for considerable impact on CENTER LANE and I desire to bring them to your attention. In addition, I would like to comment on what we need to accomplish in the near future to insure that we are adequately prepared to deal with the opportunities which have been presented to us. 2.. (S/NOFORN) Probably the most important event since your new Initiative began was the memorandum from the Under Secretary of Defense, Research and Engineering, authorizing use of Program 6 resources to maintain current Army INSCOM capability and supplement as necessary the FY 83 DIA evaluation effort. Your Project Manager's excellent briefing of the Assistant Secretary of the Army (Res-earch, Development & Acquisition) showed bow you intend to bring the project back to full and effective strength using Program 6 funds and obtained his approval for the concept. We now need to finalize the proposals and sub- mit them, as you can accept funding, for approval. 3. (S/NOFORN) I find very gratifying some of the comments made by the Director, DIA In forwarding the USDRE memorandum and I quote him for your benefit: "Mindful of the past investments in time and manpower and the need to pre- serve the fragile, painstakingly constructed experience factor, I am p4rticu- larly gratified to see the Army able to continue its work. I also hope that this new opportunity will yield some hard positive conclusions that will form the basis for a stronger and more sustained effort In this area of inquiry throughout the near term." (C) More recently, the Under Secretary of the Army expressed to me a desire that the Army participate in activities of the nature addressed by CENTER LANE to the extent necessary to stay abreast of the state-of-the-art and that we try-for two contractors. These desires were surfaced by my staff to the ASA(RDA) during his briefing as being a new and somewhat different task for you which would require thought and additional funding, and he concurred. 5. (U) Discussions with DIA indicate that in the near future Army W-111 be called upon to participate in briefings for Congress and I ask ihat your proj- ect personnel assist in this important endeavor. Prior to any such briefings we must insure that our house Is in order and I offer the following as points which oust be accomplished. a. (U) The program must be tightened up and legitimized through a clear audit trail of activities. Your staff has made great strides in this area and we need to finalize the project's documentation. b. (S/NOFORN) OPSEC should again be of great concern and I applaud your efforts to establish a Special Access Program. Some linkage to your former, similar program will be Inevitable, but must be minimized. I suggest that instead of being part of a joint DOD program INSCOM is tow engaged in a simi- lar, cooperative effort of Its own Initiative. In keeping with this theme I have withdrawn from two committees and ask that you complete any actions still outstanding from your effort which closed 30 September 1982. c. (TI) An extremely close interface must be maintained between your proj- ect, my staff and DIA. We face what promises to be renewed Interest in the project by Congress and senior government officials over the next few months and must insure that our. activities are well integrated. 6. (U) I look forward to the events of the next few months with the expec- tation that CENTER LANE will receive recognition as an intelligence activity worthy of endorsement. IAM E. (U) Access Control AuthoEj~y. a. (U) Overall control of the CENTER LANE program is assigned to the Com- mander USAINSCOM. The Commander USAINSCOM will designate one individual within his office who will be responsible for administrative management of this special access program. This individual will be referred to as the Access Control Authority (ACA). The ACA is responsible for maintaining and revising, as necessany, the program Security Procedures Guide and the Security Classification Guide. The ACA will maintain, periodically publish (at least quarterly), and distribute a Master Access Roster identifying all US Government and/or contractor personnel authorized access to this special access program. b. Persons to whom the ACA has delegated his authority are referred to as Access Approval Authorities (AAA). The AAA may not further delegate his authority. Names, addresses, secure and non-secure telephone numbers of the AAA's will be maintained by the ACA. AAA's will notify the ACA as changes occur. e. M The AAA will be responsible for granting or denying access to individuals within his/her organization and personnel of industrial activities under contracts that relate to this special access program negotiated by the organit;~ation. The AAA will promptly notify the ACA of addition/deletion/changes to the Master Access Roster. Access -to this special access program may be granted only when all access requirements are met. f. (U) Basis for Access. Access to information in the CENTER LANE Program will be granted only to United States citizens possessing a final SECRET or TOP SECRET security clearance. The "must know" determination will be strictly applied by those vested with the authority to grant access. "Must know" is defined as the need for information by a subject in order to perform their respective duties. 8. (U) One-Time Access. One-time access to program information may be authorized by an AAl-provided there are compelling reasons to grant the access and that the individual meets the criteria for access as outlined in paragraph 3 above. The individual receiving one-time access will be briefed before access and debriefed immediately upon termination of the access period. The individual will execute a briefing/debriefing statement. Individuals authorized one-time access will not be entered on the Master Access Roster, but each AAA will maintain a record of one-time accesses with an explaination as to why the access was deemed necessary. This information will be forwarded to the ACA as soon as practical. 9. (U) M 'aster Access Roster. The CENTER LANE ACA will maintain, quarterly publish and distribute a Master Access Roster (MAR) of all personnel authorized program access. Personnel will be listed under their organization. The MAR will also include the list of all AAA's and security coordinators. The roster will bo distributed to all AAA's and security coordinators; it will not be distributed outside of this special access program. The MAR will be SECRET CENTER LANE as per the Security Classification Guide. The approval of a single individual for access to -the program will be unclassified; however, care must be taken not to allow the compilation of' a partial or complete access list through unclassified disclosure of individual clearances. 10. (U) Requests for Access. Requests for access -to this program will be submitted in writing with justification by the cognizant Security Coordinator to the appropriate AAA. If -there is no designated Security Coordinator or AAA within an individual's organization or chain of command, the request will be submitted directly to the ACA. When access is approved, a Security Coordinator will be designated for the organization concerned. Requests will be classified as a minimum CONFIDENTIAL, or when required, higher, based on the information contained in the justification (see para 4 and the Security Classification Guide). A request will contain the following information: a. (U) Command, activity, agency, or organization. b. (U) Duty position or job title of individual. c. (U) Name, rank/grade. d. (U) Final security clearance level and date granted. e. (U) Justification. f. (U) Designated security coordinator. g. (U) Additional comments, if necessary. To simplify communications, subparagraphs 10a through lOg will constitute a standard format for requesting access. 11. (U) Verification or Determination of Access. a. (U) The latest edition of the MAR will be used to verify an individual's access to the program. If a person not listed on the MAR is required to visit an activity where access to program information is required, the sponsor of the visit will forward an electrical message containing the information outlined in Inclosure 2 in advance of the visit. The visit notification will be signed by the visitor's Security Coordinator and addressed to the Security Coordinator of the activity being visited. b. (U) If an activity receives a visitor without prior notification, the Security Coordinator of -the activity being visited may use the unsecure telephone -to verify the individual's access authorization. Telephonic verification will be followed up by a message requesting verification. 12. (U) Briefing and DebriefipE. Security Coordinators will stress the security aspects o_ftii_1_s ~~iiram to personnel at the time -they are t3ranted access.
