Reference: GRILL FLAME meeting on 9 April 1980.
I. (SAMIRN) At the referenced meeting the DIA proposeti a prograin for
investigatinq the feasibility of applying -henomena to the solution
of intelligence problems. It was emphasized that thevprogramls goals woulo not
involve basic research into the underlying mechanisms. kather, the focus woulo
be on qaininq reliable performance when applying the phenomena against operat-
ional targets. As presently structured, the proqrw- calls for at~,ree year
effort. to begin in FY 81, at ahwt S45M, per year. The per year cost would' be,
equally shared by the participating apencies under a 'Joint Service contract
issued by DIA and would contain those requirements deer-Pad neCCSSdry by t1he
individual Service. It Is believed that such in aPproach would provide the
assuraxe that the DoD has structured a Wiesive, lnteqrated prograw.
2. (S/WWORN) As suglestee- at the referenced meeting, a ce.-mittee of participat-
inn agencies is now t~elnq forr-,ed. The charter members (Army,, Air Force, mtf!
VIA) would subsequently decide who else should participate and in what Capacity.

business for the Comittee would be strmcturing of a three year research SG1J
program and a contract proposal designed to meet agreed upon goals.
