It was emphasized that thevprogramls goals woulo not involve basic research into the underlying mechanisms. kather, the focus woulo be on qaininq reliable performance when applying the phenomena against operat- ional targets. As presently structured, the proqrw- calls for at~,ree year effort. to begin in FY 81, at ahwt S45M, per year. The per year cost would' be, equally shared by the participating apencies under a 'Joint Service contract issued by DIA and would contain those requirements deer-Pad neCCSSdry by t1he individual Service. It Is believed that such in aPproach would provide the assuraxe that the DoD has structured a Wiesive, lnteqrated prograw. 2.
