           SUBJECT: INSCOM GRILL FLAME Funding FY 61 (U)

           1. (U) Reference meeting with COL Wells, COL Capps, and LTC Watt, 22 Apr 80.
           2. (S/NOFORN) Per your request during reference meeting, following information
           concerning our proposed funding For FY 81 is forwarded:
            a. ELqposed Puda(~t: $150,00Q. This amount was recommended by OACSI and
           concurred with by this office. Funding level would cover all operational expenses
           and any further contracts that might be deemed necessary. The funding level did not
           include salaries, etc., since INSCOM is still taking all personnel resources
           lJout-of -hide.
           b. Proposed budget level, was initially provided to DIA/DT (Jan 80) at
           Dr. Verona's request because of the need to keep Congressman Rose informed of current
           and proposed funding levels for project Grill Flame. At no time did we inform
           anyone that the $150k was our proposed input to a contract with SRI. In fact, we
           are still investigating the feasibility of any further contracts with them.
                c. Two 'areas of possible interest to INSCOM at this time are outlined below.
           I want to stress that I am still gathering the "facts" and have not formally
           recommended anything to the CG, INSCOM.
                (1) ~ppjiqAt~qns (Lf. of,, 1~,,wina. A training procedure has been
           developed that appears to greatly increase both the accuracy and reliability of
           remote viewing by coordinates. This technique will continue to be examined, and
           will be applied to targets of operational interest. SRI has done some work for
           DIA using this method allegedly, the results were much better than prior reports.
           I have not had the opportunity to examine the results with DIA but I have discussed
           the procedures with SRI. If the results look good (they were all obtained against
           operational targets) then I probably will recommend that we send one of my "better"
           sources to SRI for a training session. Thusq initially we might be interested in
           a limited contract in this area, and if the results indicate a significant change
           in data presented we could always expand as necessary.
                ~2) Audio Ana-lysis. In an effort to increase the information Signal to
           Noise Ratio (SNR aTdfiObie-from taped subject descriptions of remote viewing target
           sites, the use of speech and audio analysis techniques will be investigated as a
           tool to provide selective editing. I have inclosed 2 related articles. Inclosure
           1 is a short background sketch of a Michael Hecker who would carry out this portion
           of the program for SRI. At inclosure 2 is a proposed draft from SRI covering audio

     3. (U) Again .... I have riot recommended either of the above proposals to INSCOM
     as of this time. If we decide to do either/or both of the above proposals we
     could go it alone or our effort could be part of an overall DoD effort aimed at
     improving operational data. One benefit from a joint effort is that by "pooling"
     our dollar resources we, Army, might be able to take advantage of DIA money for
     additional training of our personnel if that portion develops as hoped.
