 Source described a large, rectangular building with a
 rounded top located in a dry land. A large body of water is
 nearby. The activities associated with this building involve
 monitoring, observing and reporting developments, states and
 conditions, levels of awareness and states of readiness of a
 specific demographic area and group, (i.e., nation, population,
 etc.). Intent seems to include 'early warning', trend
 analysis, and tailoring of 'covert operations.'
 Monitoring is covert but reports are transmitted, perhaps
 via satellite link, to an overt collection and operations
 center a very great distance away. Site is located 'amongst'
 the target area or population. (Overt site is located in the
 'home' territory).
