(U) Intermittent DIA support from in the Office of SG1J the Assistant Deputy Director for Scientific and Technical Intelligence (DT) may be required for the next few months. Procedures are to be SG1J established to have ~ available for periodic consultations as necessary, consistent with his normal workload. 3. (U) The program staff will remain assigned to DIA for the duration of this fiscal year. The manpower authorizations are and will remain in DIA. While operational control of the staff will be exercised by ODCSINT, intelligence oversight, administrative control and support will remain with DT, including payroll accounting, appraisals, and military evaluation reports. ODCSINT is'authorized to monitor appraisal and evaluation preparation, and will coordinate their closeouts through DT; no rating official changes will be made at this time as a result of this decision. During this period, travel requirements for the program manager and staff will be coordinated with DT for the provision of DIA fund citations. DT is to be the focal point for program accesses; however, all access to the program will be coordinated with the program manager.
