(U) PURPOSE: To provide the breakout of the additional funds identifiea by-the SSCI in support of SUN STREAK efforts. 2. (U) a. (SINF) The SSCI has identified a potential add-on to the FY91 budget of $8 million to support SUN STREAK efforts. This paper provides the breakout on how these funds will be used. Note that the program consists of two aspects: phenomenological research and operational pursuits. The research aspect is accomplished by DIA with the support of various research activities. The opera- tional aspect has been pursued via the DIA special access program SUN STREAK, that is currently under U.S. Army operational control. Future research should be kept separate from any SAP activity to facilitiate open research and to involve other laboratories and research centers. b. (SINF) The basic approach for this breakout is to denote the majority of the funds (about two thirds) to intelligence applications, with a smaller portion being used to continue research activities. This allocation results in a balanced program that further advances the effort toward the goal of operational use, while assuring a sound basis for the concept and phenomenology is developed. Particular emphasis will be given to investigating conditions that enhance reliability and repeatability. c.
