  MEMORANDUM FOR THE DEPUTY SECRETARY OF DEFENSE
  SUBJECT: Request for renewal of human use approval - ACTION MEMORANDUM (U)
  (S/NF/SS-2) This request is in response to your desire for annual review
  of the DIA psychoenergetics activity conducted under SUN STREAK, a DoD-
  approved special access program (enclosure).
  (S/NF/SS-2) GDIP billets for SUN STREAK were authorized in FY 85 for DIA.
  Currently, there are ten (10) personnel assigned to this project. Effort
  during FY 85 and FY 86 was primarily devoted to personnel selection and
  training, although a few operational issues were also investigated.
  (S/NF/SS-2) During FY 87 and FY 88, Project SUN STREAK personnel pursued the
  practical applications of applied psychoenergetics against selected
  operational tasks and improved skills through proven training techniques.
  (S/NF/SS-2) During FY 89, proven training techniques were continued and a
  wider range of operational tasks were pursued.
  (S/NF/SS-2) For FY YO, it is anticipated that seven (7) SUN STREAK personnel
  will receive advanced training for application to complex operational tasks.
  An increase in operational project activity is also expected as experienced
  staff members become more proficient and as the project achieves limited
  operational status.
  (S/NF/SS-2) A panel of senior executives from DIA, CIA, AIA, AF/IN, DNI and
  C31 oversee and advise the SUN STREAK project in matters relating to
  operational activities. Project activity is monitored and reviewed by an
  executi'yerle-yel pane-l-w-it-h membership from DIA, CIA, ASD/C31, and the IC
