   SUBJECT: Request for renewal of human use approval - ACTION MEMORANDUM (U)
   (S/NF/SS-2) This request is in response to your desire for annual review
   of the DIA psychoenergetics activity conducted under SUN STREAK, a DoD-approved
   special access program.
   (S/NF/SS-2) During FY 87, the 11 people assigned to Project SUN STREAK pursued
   the practical applications of applied psychoenergetics against selected
   operational tasks and improved skills through proven training techniques.
   (S/NF/SS-2) During FY 88, proven training techniques will be continued and
   a wider range of operational tasks will be pursued for cueing Intelligence
   Community sources in the collection of foreign intelligence.
   (S/NF/SS-2) The SUN STREAK Project Tasking Group comprised of a panel of
   senior executives from DIA, CIA, AIA, AF/IN, DNI and C31 oversees and advises
   in matters relating to operational concerns. Project activity is monitored
   and reviewed by an executive-level panel which includes ASDC31 and DR/DIA.
   (S/NF/SS-2) Request you reapprove use of DoD personnel for psychoenergetics
   activity in the SUN STREAK program conducted with no changes in program
   procedures and in strict compliance with the provisions of Procedure 13,
   DoD directive 5240.1-R.
