Chief, Systems Security Division (DSE-3), will present a briefing on automated information systems requirements, particularly as they relate to special access programs. The use of memoranda of agreement and PDO's inspection responsibilities will also be discussed. Each SAP program office should have at least one representative at the seminar. Access Roster Update Each SAPoffice is reminded of therequirement to update their access rosters at least once each quarter and to furnish a copy to the PDO. This information is necessary to ensure an accurate DIA data base of all persons with SAP access. Please send an updated access roster to PDO by 14 December 1990. When a classified contract is established through RS-Q, a security agreement must be provided as part of the contract. The contractor then is legally bound to the stipulations of the security agreement. DD Form 254, DoD Contract Security Classification Specification, is used to establish the security agreement. The DD-254 informs the contractor what is required to protect the information obtained through the contract. It nodfies the contractor as to what level thecontract is to be performed (TS, S, C), and tells the contractor what the access requirements are, i.e., access to SCI or SAP, access to Restricted Data, access to ADP, etc. The DD-254 also advises the contractor of any special security guidance such as storage facilities; transmission of information; release, control, handling, accountability, and destruction of SAP information. Generally, the DD-254 is unclassified. Any classified information, such as classification guides, should be provided as attachments to the DD-254. (S/NF/SS-3) SUN STREAK is a was established in 1985 to pursue R & capability (i.e., remote viewing) for (S/NF/SS-3) In FY 1986, DIA received billet authorization to begin the R&D evaluation phase that was anticipated to require approximately 3 years. Personnel from a previous Army project became the core group for the SUN STREAK program, and several new people were selected to begin training and development. A variety of training and prototype operational projects were pursued during this period that examined science and technology, counter- intelligence, counter-terrorist and counter-narcotics projects. (S/NF/SS-3) In December 1989, the Military Intelligence Board (MIB) completed a review of SUN STREAK and recommended that an operational test be conducted that would limit its focus to counter-narcotics problems. The Army was appointed as the operational control agency responsible for developing necessary operational tasking, reporting, and evaluation procedures, and for coordinating all operational test projects. A review of results from this operational test period will occur in August 1990. Subsequent deposition of SUN STREAK will be determined by DIA after the MIB review.
