  o (S/NF/SS-2) Pro 'ram description: Purpose of SUN STREAK is to develop an operational
  psychoenergetics (i.e., remote viewing) capability for the Intelligence Community and to
  determine remote viewing threat potential.It is an in-house activity consisting of 10 billets
  (5 mfl, 5 civ).
  o (S/NF/SS-2) Program accomplishments: During prior years, SUN STREAK personnel were selected,
  training was inT-tiated, and some operational projects were pursued. During FY88 and FY89,
  proven training techniques were continued, skills were improved, and additional operational
  projects were performed.

   o (S/NF/SS-2) Basis for Budget Re-quest: To continue development of psychoenergetics to the
   point where the phenomena can be incorporated into the Intelligence Community as a new
   collection tool.
   o (S/NF/SS-2) JUSTIFICATION: Project SUN STREAK must be continued as a special access program
   (SAP) in order to insure that identity of project personnel and that data from operational
   projects be given maximum possible security protection
   o (S/NF/SS-2) Major Milestones: (1) GDIP billets for this activity were authorized in 1985;
   (2)SAP approval and human use approval were received in 1985; (3) limited operational capability
   was achieved in 1987.and 1988; (4) additional operational capability was accomplished in FY1989.
