SESSION SUMMARY: Mr. Yeltsin's visit will be characterized by his evident sense of sincerity, openness and eagerness to learn about the US f ree market system which he would use to overcome poverty and disarray through economic reform. It is anticipated that Mr. Yeltsin will talk about the Baltic states and the issues surrounding their quest f or freedom and independence. He has the "renewal of a policy in mind" NFI. Arms negotiations, a further disbanding of nuclear weaponry, and some form of nuclear-related "freeze" will be surfaced as matters of mutual concern. He will seek Western assistance in facilitating the purchase of wheat, barley, hay and cheese (dairy products?). He will express his concerns over international terrorism that could threaten the stability of his country.
