     2. METHOD/TECHNIQUE: Method of choice.
     3. BACKGROUND: This is a continuation of a series known as the
     "communication proficiency Proiect" devised for use by a potential
     customer. It involves the selection of one of the appropriate
     squares reflected on the attached 4X4 matrix.
     ---- The series involves the use of a beacon person (Mickie) who
     will randomly select a sauare and mark it with a larcfe "X11.
     ---- Initially, no specific mes.sacfe will be associated with the
     selection. At a iater~~-,date, this approach will be adapted for
     actual message transmission (from a potential prisoner, hostage
     etc.
     -ESSENTIAL ELEMENTS OF INFORMATION:
     ---- Using the attached unmarked. matrix, Please "select" and-mark
     the proper target square.

     ---- Target selection is accomplished on a random basis by a "beacon
     person."
