D.C. 203GI s-116l/DT-1 MEMORANDUM FOR THE SECRETARY OF DEFENSE SUBJECT: Special Intelligence Support Relating to the Kidnapping of BG Dozier -.INFORMATION MEMORANDUM (S) (S/140FORN) The Defense Intelligence Agency and the U.S. Army Intelligence and Security Command (INSCOM) have recently provided information to U.S. and Italian authorities to aid in their search for BG James L. Dozier. (SINOFORN) This data was provided by message (Enclosures 1 and 2) and data package (Enclosure 3) to U.S. authoritibs for dis- creet release to Italian officials with no source attribution given. The source of data was from bo~~ --nd U.S. Army INSCOM.jointly funded effort known as Projed-t-_ This effort was established in PY 81 and involves the use of the ability of certain individuals to mentally collect data at a distance. Although this project is still in the experi- mental stages, sources of mentally derived data have b.,V,%k useful at times in past operational experiments. (S/NOFORN) We'can not at this time attest to the method's accuracy or usefulness of the derived data. However, it is hoped that information provided may be helpful in narrowing down search possibilities and will aid in the ultimate location of BG Dozier. Coordination within OSD is not required. (SINOFORN) BACKGROUND: On 18 December 1581 DT was requested by COL C.F. Scanlon, the Deputy Chief of Staff Operations, IntelliKence and Threat Analysis Center, INSCOM to assist-in providing ''- - fo r derived data to U.S. authorities in Europe concerning the searcli BG Dozier. SRI International was contacted on the afternoon of the 18th and they immediately started on the problem. The resulting in- formation was passed In portions over the weekend to DT. In considera- tion of the perishability of the derived data, DT then passed the in- formation as received to the NMIC for Immediate message (Encl one oppo- site) transmittal to U.S. and Italian authorities in Europe. On the 21st of December the final portions of the information were received from SRI International. The next day DT and INSCOM personnel drafted a message (Encl two opposite) and data package (Encl three opposite) consisting of combined DIA/INSCOM data. This combined data was then passed to the 584tb MI Detachment.in Vincenza, Italy and to JSOC for their use. 3.. (SINOFORN) DISCUSSION: Although we have not received any feedback on the accuracy or usefulness of the forwarded data, we believe the Secretary of Defense should be informed of the efforts and capabilities of the GRILL FLAME project in the Dozier case, and in future situations where these methods may prove-to be helpful. 4. (U) RECOMMENDATION: Recommend you sign the Memorandum.
