(U) PURPOSE: (U) This report is intended to provide an informal account of one aspect of DT-S project activity. II. (U) SCOPE: (S/NF/LIMDIS) This demonstration remote viewing session based on Beacon and involved DT-S staff. It served as newcomer to DT-S and also provided DT-S practice activity. III. (U) ACTIVITY DETAILS: was limited to a single Person Targeting (BPT), a demonstration for a staff with a useful (S/NF/LIMDIS) Recently I decided to schedule a remote viewing experiment involving Beacon Person Targeting (BPT) with the DT-S staff. This gave them a brief reprieve from their current report writing activity and helped keep them in touch with the phenomenological aspects of our area of interest. it also provided an opportunity to give a newcomer, staff member 370, a remote viewing demonstration. (C) In BPT, a designated person (i.e., a "beacon") visits a randomly selected site where he/she concentrates on the key target area features. At the same time a "viewer", who is of course blind to the target selected, attempts to describe the key features of this site. After the session, and after all data and data summaries are recorded, the beacon person returns and takes the viewer back to the site for feedback. In this way, the viewer receives rapid and total feedback and can readily verify (as can others) what was correct or incorrect in his/her session data. The actual target site is unknown to any of the project personnel until after the feedback session with the beacon person occurs. The target is not known by the beacon person until he/she opens the sealed target package with driving instruction; this does not occur until after the beacon person is out of sight of the home base facility. V FN -L: r - - - ' ' Approved For Release 2000/08/08 CIA-RDP96-00789ROO2900130001-6 (S/NF/LIMDIS) In this session, the viewer was staff member 018, the beacon persons were staff members 002 and 025, and the monitor was staff member 052. The observer, 370, was located in the viewing room. Staff member 049 and I controlled target selection and insured that proper protocol was followed. We also observed the entire BPT session on the video monitor and heard all dialogue over the intercom. The entire experimental period took about one hour. This included travel to and from the target area for feedback after the formal session. The only information known to those directly involved was that the target could be anywhere within a 20 minute drive. Even though 002 had previously prepared the local area target pool from which this particular site was drawn, she had no knowledge of the specific target selected until she was in the car, well away from home base. (S/NF/LIMDIS) The results of this session were encouraging and suggested that valid "beacon person contact" had in fact occurred. The viewer's first impressions included "...water,....Burba Lake". Many, but not all, of his responses had relevance to the target site. Some of the responses were too general for clear assessment. It turned out that the target was in fact the Burba Lake Park area on Ft Meade, though it could have been a site anywhere within a 20 minute drive. (S/NF/LIMDIS) As a result of the positive response to this BPT activity, I plan to schedule additional BPT experiments in the future. They will be low-key and will not interfere with other activities. I have asked 002 (who is a good beacon person and who has a good target eye) to develop a comprehensive area target pool so that we can refine our BPT activities. We still need to improve out protocol and develop a consistent evaluation procedure. (We are working on a quantification method). Improvements in our BPT activity should be helpful later on when we begin to fold our activities into research-oriented projects in support of the Congressional interests. BPT sessions such as this also help us to find the bugs in our overall procedures and help the interviewers improve their technique.
