(U) PURPOSE: (U) The purpose of this report is to document establishment of the Project Review Board (PRB) and to identify its basic role. II (U) DISCUSSION: (SINF) A Project Review Board (PRB) has been established in DIA to review and evaluate the overall results and procedures used by DT in developing and evaluating data obtained via the DT-S methodology. The PRB members selected represent a diversity of backgrounds, and were drawn from various DIA elements. They are senior-level people who were Judged to be open to new Ideas and who could be relied upon to function in an unbiased manner, neither pro or con. PRB members are as follows: SGU This board is chaired by Mr Berbrich, DIA/DT. SGU (U) The first PRB meeting was held on 3 January 1991, and all members were present. (DT-S) attended as observers and recorders. (SINF) At this first meeting, Mr Berbrich provided a background briefing on this project that covered: (1) key program historical events; (2) the recent operational test phase and MIB review; (3) and recent Congressional interest and resulting funds provided to DIA for pursuing this area. This was essentially the same briefing that was provided to Congressional committee members on 8 October and on 20 November 1990. (SINF) During this briefing, particular attention was given to the recent Congressional action. It included an overview of the external research objectives and the anticipated role of DT-S in support of the basic and applied research activities. In addition, Mr Berbrich provided considerable detail on DIA/DT's plans and procedures for developing, evaluating and assessing any data that might be generated by the DT-S unit. Figure I is a flow diagram that illustrates this process. The PRB agreed that this was a reasonable approach and that they were in support of the various steps, including their own review role as shown. (U) At the conclusion of the briefing, all members were queried regarding their future involvement.
