             The problem in this area has to do with traffic and
        transportation routes to and from an area where an ~r'esanl of
 weapons are 1%ept.
 The new government and the new government heads will not be
 in place for another three to six months.
 The main issue here is the U.S.'s position in this area.
 The U.S. will have the assistance of other countries, to include
 the Soviet Union on the policy issue concerning this area.
 The Organization of American States (OAS) plays a
 significant role in assisting the area and the U.S.
 The names "Dr. Owens" and "Mr. Fellows" phonetically
 Surfaced as being related to this issue.
