  1. (S/CL-2/NOFORN) The following actions were taken during the
  period of 20 August to 7 September 1984 in support of
  transferring the INSCOM CENTER LANE Project (ICLP) to DIA.
  a.. .(S/NOFORN), 20 Aug 84: Delivered data on projected FY 85
  ICLP operating costs to GDIP Staff.
  b. (S/CL-2/NOFOR Coordination between ICLP
  SG1J Project Manager and DT SA, DIA on preparation of
  MOA transferring ICLP -to DIA.
  C. (S/CL-2/NOFORN) 22 Aug - 7 Sep 84: Preparation of MOA
  and Supporting documents to accomplish transfer of ICLP to DIA.
  d. (S/CL-2/NOFORN) 29 Aug 84: Visit to Dr. Jack Vorona,
  DT, DIA by LTC Buzby, ICLP Manager to discuss transfer actions
  -taken and accomplished to date, concept of new psychoenergetic
  collection effort at DIA, specific roles and functions of current
  ICLP personnel, and command and control relationships.
       SG1J e. (S/CL-2/NOFORN) 29 Aug 84: Coordination with
  on.final draft of MOA.
  f. (S/CL-2/NOFORN) 31 Aug 84: Visit to ICLP facilities, Ft
  Meade, MD by Dr Vorona to meet ICLP personnel and discuss
  transfer.

SG1J 9. S/CL-2/NOFORN) 31 Aug 84: List of necessary
coordination actio affect smooth transition of ICLP to DIA
provided to (Inc]- 1).
h. (S/CL-2/NOFORN) 31 Aug 84: Notification from OACSI (LTC
Fox, DAMI-IS11) that Secretary of the Army approved cancellation
of ICLP and subsequent transfer of program to a national level
intelligence agency.
i. (S/CL-2/NOFORN) 31 Aug 84: Identification of excess P-6
funds ($26,500) made to OACST (DAMI-ISH). Recommendation made to

   n funds in.

j. (S/CL-Z/NOFORN) 5 September 84: Briefed COL Kirk, Chief
of Staff, USAINSCOM on details of MOA. Col Kirk -took exception
to the portion of tile MOA dealing with tile transfer of
equipment. There is a current shortage within USAINSCOM of word
processing equipment and automobiles, and he will recommend that
those ICLP items not be included in the transfer. DIA should
make provisions to provide those items. Formal staffing of MOA
at USAINSCOM and DA staff pending formal receipt of letter from
ACSI notifying CG, INSCOM of ICLP cancellation and authorizing
transfer action.
2. (S/CL-3/NOFORN) The transfer process appears to be going
well. There is a great deal of work to be done to accomplish the
transfer, but no major obstacles are expected.
