  Subject: FY 1989 Research

  1. Your request made on 28 September that work on the binary task be
  continued into the first week of the new fiscal year, FY 1989, is approved.
  However, this is the last such request that will be approved. The reason for
  the request, as I understand it, is that the collection of data will not be
  completed by 30 September. I find it very difficult to be in sympathy with this
  development. This task was begun in FY 1986. Given three years, it seems
  inappropriate that data collection is not begun until 20 September 1988.
  2. In addition, it should be noted that this was not the only FY 1988 experiment
  that was not completed on time. The data collection on the screening task will
  not be complete until 11 October 1988 and at this time it appears that the
  physiology task also will not be completed on time, if ever.
  3. To complete all of the research contracted for in FY 1988, to complete the
  report writing phase, and to complete the editing and publication process will
  require some portion of FY 1988 tasks be worked on in FY 1989.
  I have been assured that there are sufficient funds remaining the FY 1988 contract to cover all
  these expenses. As the fiscal year ends on Friday, I request that an accounting of funds be made
  at that time. I wish to know the following:
   1. How much money remains from the FY 1988 contract at close of business 30
  September 1988.
  2. How much of that sum is obligated.
  3. How much of that sum will be needed to complete the binary task.
  4. How much of that sum will be needed to complete the screening task.
  5. How much of that sum will be needed to complete the physiology task.
   6. How much of that sum will be needed to complete the writing, editing, and
  publication of FY 1988 task reports.
  It is my intention that no FY 1989 funds be used to complete work contracted for completion in
  FY 1988. To assure that this is the case, I will closely monitor all expenditure of FY 1989 funds.
  I also require a memo stating that the diversion of staff members to complete FY 19 8 8 tasks will in
  no way jeopardize the timely completion of FY 1989 tasks.
