(U) Time and Date: 0915 hours, 3 Play 1979. 3. (U) Attendees: See enclosure. 4. .(U) Dr. Vorona welcomed the CIA representatives to the meeting. 5. (S) Mr. Graff.briefed the.Committee on the FTD Special Search project, "HAVE STAR," wherein remote viewing (RV) was used. He provided background n, o 'the program, information on the protocal developed for this project, and the results. 6. (S) Mr. Kramar reviewed the RV program currently ongoing in AMSAA. Copies of.the.AMSSA experimental protocal were given to the Committee members with a request that comments be sent to Mr. Kramar. 7. (C) A discussion of the Army Surgeon General Human Use Review Board then followed. The Board c.oncluded.that remote viewing is a technology transfer process and therefore not a human use issue. 8. (C) Also brought up for discussion was the ORCON caveat. This will be applied only to RV project viewers and sources. 9. (S) MaJ Watt briefed the.Committ.ee on INSCOM RV activities, which .involved criteria developed for the selection.of sources/viewers, c@nd_@Arqjy--g-u-1del4n@s__Qn humt 10. (S) Mr. Carter briefed the Committee on efforts at Redstone Arsenal to develop a 12-month program to remotely affect a random process. An over- sight committee has. been establAshed and a draft protocal developed. 11. (U) Mr. Kralmar reiterated the necessity to follow HEW and Do -D guidelines for human use. SG1 I 12. (S) reviewed CIA activities in RV. Actions now pendirvg includ ana ysis of medical data from SRI contract work and the finalization of a report which will-provide an as-sessment of nine laboratories engaged in RV experiments. (S) informed the Committee that the National Security Council feels t a wor in RV and other related areas may be a potential privacy act issue and wants the White House legal staff to review US RV research. SG1 1 17. (S) is NJOV4 working toward developing a training and selection program for individuals with psychic abilities. 18. (U) Mr. Graff briefed the Committee on a Freedom of Information Act (FOIA) request for release of the DIA product, "Paraphysics R&D - Warsaw Pact." He discussed options and the necessity to upgrade classification of some paragraphs. (U) Yu. Gulyayev has been elected to the Soviet Academy of Sciences and may initiate an information exchange with the US in paraphysics. 20. (U) Dr. Vorona.handed out a proposed press release explaining DoD participation in paraphysics, and asked for comments by the next meeting. 21 (U) The Committee*members agreed that it would meet every other month on the second Thursday of that month. The next meeting is scheduled for 12 July 1979. 22. (U) The meeting adjourned at 1100 hours.
