       MEMORANDUM FOR THE RECORD
         SUBJECT: Initiation of INSCOM GRILL FLAME Project (IGFP)
       Contract Phase (U)
       1. (S) On 14 Yay 1979, the first of six selected INSCOM
       personnel began training in remote viewing (RV) at SRI, Menlo
       Park, California. Attached hereto is a handout which SRI
       provided explaining the planned activities at SRI during the
       initial phases of the training cycle.
       2. (S) One RV session was conducted while the undersigned
       was at SRI. It was very successful and all were glad to get
       off to a good start.
       3. (U) Of particular note to the undersigned was the lack
       of OPSEC at SRI. Much of their work is unclassified and it
       appeared as though there was a lack of respect for security
       of the IGFP.
       4. (S) SRI personnel have proposed the use of a PSE,as an
       evaluation aid. They plan to use the PSE on the RV session
       tapes produced by IGFP remote viewers. The MI community has
       generally taken a dim view of the use of a PSE because it can
       be employed clandestinely against a suspect or subject of an
       investigation, Obviously, SRI does not plan or propose such
       a scheme. But perhaps OACSI should make a legal determination
       in this matter similar to the one governing the use of record-
       ing devices in the IGFP. Attached is information explaining
       the PSE which was obtained from Tech Div, 902d MI Group.

          5. (U) Contractor personnel have requested a two week
          break in the training cycle from 2 through 13 July 1979.
          A tentative agreement was reached that Colonel Hamel and
          Major Watt would meet with contractor personnel the week
          of 16 July 1979 to determine which trainees will continue
          the follow-on portion.
