(U) GENERAL 1.1 (S/CL-3/NOFORN) The objective of this effort is to evaluate the abilities of specific individual(s) to function in designated disciplines and/or applications of psychoenergetics (PE). 1.2 (S/CL-3/NOFORN) Major goals are to determine if this individual(s)ls skills, whether latent or developed, can accurately be identified and assessed, and viable recommendations be developed for the further training/improvement of any extant abilities. 2. (U) SPECIFIC TASK 2.1 (U) TASK I. Document subject(s)'s history (events, environment, accidents, beliefs, drugs, and/or other relevant data) to attempt to determine the cause or nature of his/her abilities or skills. This background information will be collected and evaluated during the first two months of the contract in the Washington, D.C. area, and in Huntington Beach, California. 2.2 (S/CL-3/ NOFORN) TASK II. Test and evaluate selected individual(s) for abilities connected with psychokinesis (PK), "human reading", medical evaluation, and related ability-areas. 2.2.1. (U) The data collected during the first month of the evaluation process is listed below. This portion of TASK II will be performed at Huntington Beach, California. 2.2.1.1 (S/CL-3/NOFORN) Computer tests 2.2.1.2 (S/CL-3/NOFORN) "Human Reading" Experiment. 2.2.1.3 (S/CL-3/NOFORN) Psychokineses Party. 2.2.1.4 (S/CL-3/NOFORN) Remote Psychokinesis Experiment. if this experiment works well, then a similar experiment may be run with the approval of the customer when subject(s) are in the customer's area between the initial experimentation week and the more selective testing period. 2.2.1.5 (S/CL-3/NOFORN) Acoustical Detection. 2.2.1.6 (S/CL-3/NOFORN) Medical Evaluation. 2.2.2 (U) While it is understood that other desirable specific tests will depend on the outcome of the results from the evaluation of initial testing, it is anticipated that the following selected tests will be conducted during the second month of evaluation at locations other than Huntington Beach, California. This test may be conducted in Princeton, New Jersey, Menlo Park, California, Austin, Texas, or Syracuse, New York, subject to the approval of the customer, and coordination by the contractor. 2.2.2.2 (S/CL-3/NOFORM) Piezo-electric Strain Gauge. After coordination by the contractor and upon approval of the customer, this test may be performed in San Francisco, California. 2.2.2.3. (S/CL-3/NOFORN) Cloud Chamber Experiment. After coordination by the contractor and upon approval of the customer, this test may be performed in the Washington, D.C. area. 2.2.3 (U) Evaluations of tests will be on-going during the first three months of the contract. 2.3 (U) TASK III. Recommend potential applications of subject's abilities in relation to intelligence and counterintelligence operations, and possible training programs/procedures to develop or increase subject(s) skills. Recommendations will be formed during the fourth month of the contract. 2.4 (U) TASK IV. Document in the form of written monthly reports, a written final report, and a final briefing (written and oral) all testing and evaluation procedures and all recommendations as a result of the evaluation process. Documentation will be an on-going process during the life of the contract and will conclude with the final report and briefing discussed above. 3. (U) SECURITY Work performed will be protected under the US Army Special Access Program "CENTER LANE." A Security Classification Guide and Security Procedures Guide is included at Inclosure 1 and DD 254, attached at Inclosure 2. All correspondence , documents, communications, or references will be executed within classification guidelines. 4. (U) DELIVERABLES: The contractor will provide the following: 4.1 (S/CL-3/NOFORN) State-of-the-Art testing and evaluation of individual abilities to function in designated disciplines of PE. 4.2 (U) A summary of tests performed in each methodology area, an evaluation of those tests, and a recommendation concerning future testing methodology based on lessons-learned during the course of this contract. 4.3 (U) Progress report (2 copies): Written progress reports documenting the technical aspects of operational testing conducted, Approved For Release 2001/03/07 : CIA-RDP96-00789ROO3000020016-0 Approved For Release 2001103107 : CIA-RDP96-00789ROO3000020016-0 and financial costs at the completion of each of the four months will be submitted to the customer within 10 working days of the completion of each 30 day period. 4.4 (U) Final Report: 4.4.1 (U) A final report (3 copies) will be furnished within 30 days after completion of the fourth and final month of testing and evaluation. 4.4.2 (U) Report will include a summary of the testing conducted, an evaluation of the performance of the individual(s) in each of the areas tested, and recommendations for potential operational applications of the individual(s) abilities in the arena of intelligence and counterintelligence. 5. (U) ACCESS TO MATERIAL 5.1 (U) Reasonable access to raw data material will be made to customer personnel to ensure a full understanding of experimental, testing, and statistical methodology used during evaluations. 5.2 (U) All audio and video recordings and any photographs resulting from the background interview, operational testing, and during the evaluation /recommendation processes are the property of the customer and will not be disseminated to any organization or individual not directly involved in the testing and evaluation process without prior written consent of the customer. 6. (U) TRAVEL. All travel performed by the contractor in the performance of work is with the understanding that reimbursement for travel and expenses will be within the guidelines of the Joint Travel Regulations. 7. (S/CL-1/NOFORN) FUND CITE: 8. (U) SPECIAL REQUIREMENTS. Requirements concerning the use of human subjects as outlined in the unclassified Statement of Work dated will be adhered to.
