(S/STD/NF) Four remote viewing sessions were conducted on this project. Two were conducted on 6 SEP 90 to determine what vessels (name, physical description, color, flag, etc.) are involved in a possible off-load of narcotics on 7 SEP 90, location 1018N 10913W. Efforts were made to determine the exact location of vessels, type of narcotics, and individuals involved. Two other sessions were conducted to determine the precise location of two base stations: One located vicinity S%q)@A E Mexico, call sign and the other located south ot Bogota, Colombia, call sign . Efforts were made to SG1A provide a physical description of the base stations, individuals operating the base stations and organization involved. 2. (S/STD/NF) Source 095 conducted two sessions on this project. Time sensitive information regarding the possible off- load of narcotics was reported on 6 SEP 90. Information regarding the base station located south of Bogota, Colombia, SG1A call sign , is reflected in para 2b, below. a. Two vessels are involved in the possible off-load of narcotics. One is a medium sized cargo vessel (100-300 ft), with a black hull, white lettering, a white superstructure near the stern an4 one large smoke stack on top. The name of the vessel starts with the sounds "CA LEH " Panama is somehow associated with this vessel. The vessel is carrying solid, rock-like cocaine, not located in a container, but in a sealed metal compartment in the absolute stern of the vessel, below dock on the port side. On 061200L SEP 90 was located at 0855N 9045Wt heading'!northwest. The second vessel is the pick up vessel. it is a white, fiberglass, 40-50 ft. long motor vessel, which looks similar to a charter fishing boat. It is currently in port somewhere in Mexico. After rendezvous, the vessel will transport the drugs to a port on the Mexico-side of the Gulf of California, in the Vicinity of Guymas, MX. b.' 095 described the base station located south of Bogota, Colombia, call sign as a medium sized (2000-2500 sq ft) one story, U-shaped villa, high up on a hill side. The lot is more than 2 acres, with terraced landscaping. The landscaping is well kept, except around the side and back edges of the property which is grown wild. The only security is a fence or wall around the entire lot. There are other large, ranch style residences nearby (within 1/2-1 mile). The main access to the villa gate is a winding, well- built 2 lane road that is numbered not named. A man operates the radio, which has an outside antenna on a long wire that is more horizontal than vertical. The man keeps everything in his head, memorized. There is nothing on the property (evidence wise) except the radio. He drives quite a distance to get schedules. This is his only responsibility. He does this in addition to a regular 'legal' job, which is of a professional/ white collar variety. The phonetics MARC/MERC/MARCO/MARCOS and CRISTABEL surfaced. 3. (S/STD/NF) Source 049 conducted two sessions on this project. Time sensitive information regarding the possible off- load of narcotics was reported on 6 SEP 90. Information SG1A regarding tation located vicinity SG1A call sign is reflected in para 3 e ow. v*esse Msare a. Two vesse s a involved in the possible off-load of narcotics: A 50'-60' two masted sailing boat and a large freighter. The sail boat is beige or white with a bright blue strip running completely around it Just below deck line. It has two main masts and a third boom-like object projecting off the stern. This sail boat has a peculiar aspect, the main mast appears to come out of the middle of the cabin. There are bright colors of red and yellow somewhere on the boat. Everything on the sail boat is new and meticulously maintained. Names associated with this vessel are "MANIP -_ ", "OSCEOLA", "GRAMITS", and Costa Rica. The sail boat is currently (061230L SEP 90) located at 1610 N 108 W. The second vessel is older and constructed of metal. It has the appearance of a large coastal freighter/small ocean freighter. It has a light green or beige hull with a white and red superstructure. It also has red objects attached to the outside. There are colors of grey, green, blue and brown visible on deck. There are numerous large reddish spots reminiscent of rust. It has one mast forward and squarish objects sitting on deck midship. The names associated with this vessel are "CHARQUEZ" or "GARQUES", "GARCIA", "RAMONA" and Venezuela. Names associated with the cargo of the freighter are "JACQUWAY or JACQUWHA", "OSCAR" and "PLIPO". There is a flag associated with the freighter. Its appearance is one of two --aTIPPLED NOFORN SPECIAL ACCESS REQUIRED Approved For Release 2001/03/07: CIA-RDP96-00789ROO3600150003-4 Approved For Release 2001103/07,: CIA-RDP96-00789ROO3600150003-4 - - - - - - TIPPLED NOFORN SPECIAL ACCESS REQUIRED depictions: 1) The top half is black, the bottom half is yellow and there is a green-colored emblem centered on the flag, or 2) the flag is divided diagonally lower left to upper right; the upper left is a checkerboard of black and yellow squares and the lower right is solid white or light orange; again, there is a greenish emblem centered on the flag. The freighter is currently (061230L SEP 90) located at 1045 N 11240 W. The type of contraband involved with this event appears to be marijuana, stored in large dark shiny bags on board the freighter. The stuff will be dropped from the freighter's port side into the ocean. The bags of stuff are very inflated and there will be some sort of marker or signaling device attached to the bags to facilitate their being found/located by the sail boat. b. 049 described the base station located vicinity SG1A as a fenced-in compound containing at least two structures. A J-41 tall brick wall runs along a trail, sidewalk or vehicular trail through a portion of the compound. This is only a decorative feature. A canal containing flowing water borders on one side of the compound. There is either a feeder canal which runs into the compound or there is a leakage/overflow into the compound from the aforementioned main canal. There is a wooden structure reminiscent of a plank-style barn which sits by itself and is surrounded by expose'd ground. It.is very dusty and hot, particularly near this structure. The other structure appears reminiscent of a large house. The eaves from the roof extend well past the walls of the house, almost to the ground. These eaves have a two-fold purpose: To help in cooling/providing shade and to act as a cover to hide activity. A walkway runs around the parimeter of the house, next to the wall, and is hidden from view by the overhanging eaves of the roof. Inside the house, there is a hallway that runs into a large, opulent room. From the hallway can be seen a large metallic symbol/sign which is comprised of numerous small pieces, reminiscent of a mosaic (see sketch attached). This symbol is attached to a wall constructed of coarsed stone. This object is very important to the family or organization. It's similar in function to a family crest or organizational symbol/trademark. One of three rooms which lead off to the right of the hallway contains a great deal of electronic/communication equipment. The symbol is also found stamped or printed on smaller objects or bundles which the family/organization in some way deals with. The symbol consists of a border on each side. This border is reminiscent of leafy branches or flowery stems. Within the upper central area is a sun or planet; a rendition of some sort of an astral sphere. This symbol is very bright and appears to be gold or of a golden color. A lot of business and important matters are discussed/dealt with within this large room. This room is very dangerous or life threatening. There are always several men standing around the room when talking occurs here. The primary individual of the family/organization is an older man with graying hair which he wears straight back. He is thin and slight of stature. He gives the appearance of being frail but is ruthless with those with whom he conducts business dealings. His legitimate business deals with the manufacture/processing of powder or cosmetics. It is family run and has been a family business for a long time. A son runs this facility as the general manager or head foreman for the family. He is very fat and basically incompetent but the family allows him to run the facility because the family/organization is making more money from their smuggling operations than from their legitimate factory/facility. This is one w.ay to keep the son out of the operations. The name of the family is very long and somewhat presumptuous. The words "GARCIA" or "de GARCIA" are associated. This family/organization is associated with Guadalahara and/or "Guadalahara Cartel". There is a sense that everyone within the area is being paid off, to include government and/or local authorities. The word(s) "SPIDER" or "SPIDER WEB" are extremely important to this family/organization. It is what the family/organization refers to as either itself, its operation or its influence. 4.
