POINTS SUPPORTING: Remote Viewing techniques have demonstrated some successes. Difficult to dismiss as just chance. - In some circumstances, it may be the only source of:info available. - Research efforts have potential to improve techniques and approaches. - Research efforts have potential to better understand the phenomena and its physical explanations. - Continued research efforts, with expansion of level of efforts--both in-house and contractual--could be worth the investment. POINTS COUNTERING: - Current technical and human intelligence collection capabilities are generally adequate to meet DoD needs. - Non conventional methods such as Remote Viewing are not consistent or reliable for routine operational use. - Funding and manning of Remote Viewing project is uncertain. - Credibility of Remote Viewing questionable with some customers. - Need to further pursue much more research and development to improve the potential for establishing Remote Viewing as an operational capability.
