(S/CL-2/NOFORN) On 10 January 1985, LTC Brian Buzby, INSCOM CENTER LANE Project (ICLP) Manager and CPT Frederick Atwater, ICLP Operations and Training Officer participated with DIA and SRI-International in a briefing on psychoenergetics presented to the 'HUMINT Committee, Intelligence Community (IC) Staff. The HUMINT Committee agreed to hear the information briefing at the request of Mr. Martin Hurwitz, GDIP Staff Director. (SICT.-21NOFORN) The Purpose of the briefing was to provide information to the IC Staff HUMINT committee on the DOD's use of psychoenerp ,etics for intelligence purposes, demonstrate the potential value of remote viewing as an intelligence collection tool, and solicit the Committee's support in the DTA/GDIP bid to establish the DOD pqychoenergeLic program in the NFIP. Dr. Jack Vorona, Assist-ant Deputy Director for Science and Technical fritelligence, DIA, structurW the briefing and presented the portions on history and future of the program; Dr. Harold Putoff, SRT-International, presented an overview of psychoenergetic research conductedw for the U.S. Government; LTC Buzby reviewed past operational-accomplishments; and Mr. Hurwitz SUMMarized past GRILL FLAME/CENTER LANE issues and provided rationale for the need and continuation of a DOD psychoenergetic program. 3. (S/CL-2/NOFORN) Since the thrust of the briefing was to illustrate how psychoenergetics could Support the Intelligence Community, LTC Buzby reviewed eight projects that showed how remote viewing provided useful intelligence information and coi-,iplemented other intelligence disciplines. Additionally he used three examples that showed state-ol-the-art remote viewing technology to illustrate the fact that remote viewing could be learned. SG1 1 14. (S/CL-2/NOFORN) Upon completion of the briefing, SG1 I .1=stated that it had been an interesting briefing, reviewed _or th e benefit of the Committee members the purpose of the briefing and then solicited comments from Committee members. The CIA representative stated that his agenc 'y supported continued activity in the area, and the State Department 'representative stated he WOUld request a separate briefing on the subject becaLISE.@ Of the technique's potential for support to counter-terrorist operations. (S/CL-2/NOFORN) My assessment of the briefing and its reception is that it was informative and well received.
