   1. The attached study prepared by CPT(P) Goebel'er is forwarded
   for your consideration.
   2. 1 heartily concur with the study's recommendations.
   3. 1 anticipate that the initial impact in resources required
   to support a "CENTER LANE" SAP, will consist of one analyst
   providing near full time OPSEC support until SAP security pro-
   cedures are in,place and registration at DA is accomplished.
   Following registration,. support should taper off to.an "as
   required" basis dependent on-the operational needs of the
   project.

 activities Conducted by the Army in the National Foreign Intelligence Prcqram'ikt
