     SUBJECT: GRILL FLAME
     1. On 14 July you verbally tasked me to
     provide you a paper on a close hold project
     (GRILL FLAME). As you will see from the
     attached information paper, GRILL FLAME is
     an unusual and often controversial subject,
     but I believe it is of great importance that
     we continue at least the existing level of
     effort.
     2. My office will respond to your further
     questions and provide briefings and perti-
     nent literature as you may desire. A great
     deal of both open source and classified
     material is available.
